Fellow Minnesotans,
As a candidate for Governor in 2026, I am deeply troubled by the repeated reports of a Chinese Communist Party (CCP) front operation at 1399 North Eustis Street in St. Paul. Investigative findings from the Breitbart News Foundation and Alpha News suggest that the Overseas Chinese Service Center of Minnesota (OCSC) may be linked to the CCP’s United Front Work Department, engaging in activities that could undermine our state’s security, transparency, and sovereignty. These allegations include hosting CCP diplomats, spreading propaganda, and potentially misusing taxpayer-funded grants—right here in our capital city, just minutes from the Governor’s Mansion.
If true, this operation poses serious risks to Minnesota. It threatens the safety of our Chinese-American community, particularly dissidents who may face intimidation. It raises questions about foreign influence over our elected officials, including Governor Tim Walz, who has been tied to events at this location. It also jeopardles concerns about the misuse of public funds, with businesses at this address reportedly receiving over $225,000 in state grants. Most alarmingly, the presence of a logistics company certified to ship dangerous goods, with ties to banned Chinese entities, could jeopardize our national security.
Minnesotans deserve answers, yet the Walz administration has remained conspicuously silent. Why has Governor Walz not launched a transparent investigation into these allegations? Why has his administration failed to audit the use of public funds by businesses linked to this operation? Why has there been no action to ensure our state is not a hub for foreign influence or espionage? This inaction raises troubling questions about the administration’s priorities and commitment to protecting Minnesotans.
As your next Governor, I pledge to act decisively. I will call for an immediate state and federal investigation into the Eustis Street operation to determine if it violates laws like the Foreign Agents Registration Act or constitutes unauthorized foreign activities. I will demand a full audit of grants awarded to associated businesses to ensure taxpayer dollars are not funding CCP agendas. And I will work tirelessly to safeguard our communities, uphold transparency, and protect Minnesota from foreign interference.
We cannot allow our state to be a pawn in the CCP’s global influence campaign. Minnesotans deserve a government that puts their security and interests first—not one that turns a blind eye to threats in our own backyard. Join me in demanding accountability and a stronger, safer Minnesota.
Sincerely,
Phillip C. Parrish
