Minnesota’s New Dawn: How the Medina Ruling Opens the Door to End Taxpayer-Funded Abortions in 2026

Statement from Phillip C. Parrish, Candidate for Governor of Minnesota 2026

June 26, 2025 – 07:52 PM CDT

Today, I celebrate the Supreme Court’s landmark 6-3 decision in Medina v. Planned Parenthood South Atlantic as a historic opportunity for Minnesota to protect the sanctity of life and uphold the will of its taxpayers. As your candidate for Governor in 2026, I pledge to lead with integrity and servant leadership, ensuring that every Minnesotan’s values are respected—starting with ending the use of taxpayer dollars to fund abortions.

This ruling empowers our state to exclude abortion providers like Planned Parenthood from Medicaid funding without fear of legal reprisal under the Civil Rights Act of 1871. Legally, the Court, led by Justice Neil Gorsuch, clarified that the Medicaid Act’s “free choice of provider” clause does not grant individuals a private right to sue, affirming that states hold the authority to allocate public funds according to their citizens’ conscience. This decision restores sovereignty to Minnesota, allowing us to redirect these resources to life-affirming healthcare services that support families and communities.

Ethically, it is unjust to compel hardworking Minnesotans—many of whom struggle with poverty and rising costs—to subsidize a practice that ends innocent lives. Life is precious, and as a candidate committed to protecting the innocent, I stand firm against using public funds for abortions, except where the law requires it to save a mother’s life. The Hyde Amendment, re-enacted annually since 1976, reflects a national consensus that taxpayer money should not finance elective abortions—a principle I will champion as Governor. Studies show that since the Hyde Amendment’s inception, over a million women have been unable to afford abortions, yet alternative support systems have emerged to aid those in need, proving we can prioritize life without abandoning care.

Minnesota has a chance to lead by example. The current administration’s PRO Act entrenches abortion rights, but it does not mandate taxpayer funding—a distinction this Supreme Court ruling now empowers us to address. With nearly 1.2 million Minnesotans relying on Medicaid, we can ensure their healthcare dollars support providers who align with our state’s moral foundation, not organizations tied to abortion services. My administration will tackle white-collar fraud and streamline governance to free up resources, investing in innovative infrastructure and support for the unborn, their mothers, and the hardworking poor.

I call on all Minnesotans who value life and fiscal responsibility to join me in this mission. Together, we can build a future where our tax dollars reflect our deepest ethical convictions and protect the most vulnerable.
