As Phillip C. Parrish, a retired U.S. Navy Lieutenant Commander with 21 years of intelligence experience, and now a candidate for Governor of Minnesota in 2026, I have long been committed to exposing and eradicating the deep-rooted corruption that plagues our state. Since 2018, as one of the original whistleblowers in the daycare fraud scandal, I have consistently warned the people of Minnesota that our state has become ground zero for white collar criminal schemes and scams—networks that exploit hardworking taxpayers, launder millions through government programs, and undermine our communities.
In June 2018, I publicly called out the rampant and systemic fraud in the Minnesota Department of Human Services programs, stating that hundreds of millions were being laundered to support terrorists, and criticized the unethical inaction of state officials. Just days later, I urged my fellow Minnesotans to reject the exploitation of our tax dollars, emphasizing that the fraud was real, escalating, and funneling most funds to extremists—not just “some,” as downplayed by others. By July, I connected these schemes to broader money laundering investigations, highlighting how calls to abolish ICE ignored the exposed fraud in our state. And in December 2018, I directly addressed the fraud in both the Department of Health and Human Services, declaring them rampant with money laundering that supports terrorists worldwide, with no corrective actions taken.
These warnings were not isolated; they built a foundation that I have reinforced year after year. In April 2019, I explicitly described Minnesota as “ground zero for criminal networks and white collar crime,” tying it directly to the daycare fraud and urging citizens to share the truth about taxpayer exploitation. Fast forward to May 2024, amid revelations of the $250 million food fraud scandal, I reiterated that Minnesota is the nation’s incubator for money laundering schemes and scams, serving as ground zero for white collar criminal organizations—and noted how hundreds like me have reported these issues to officials, only to be ignored.
My track record speaks for itself: I have never wavered in holding the powerful accountable, drawing on my counter-terrorism expertise to shine a light on these shadows. As your next Governor, I pledge to dismantle these criminal enterprises, restore integrity to our programs, and ensure every tax dollar serves Minnesotans—not scammers or extremists.
