Phillip Parrish Stands Firm: Defending Second Amendment Freedoms and Self-Defense in Minnesota

Statement on Second Amendment Rights and Self-Defense in Minnesota

As a retired Lieutenant Commander in the U.S. Navy with 21 years of service focused on counterterrorism and foreign policy, I have dedicated my life to protecting our nation and its freedoms. Today, as a candidate for Governor of Minnesota, I want to make my stance on firearms and the Second Amendment crystal clear for all Minnesotans.

I am firmly opposed to so-called “assault weapons” bans and any measures that infringe on the rights of law-abiding citizens. These restrictions do nothing to curb violence but instead disarm those who need protection most. As a strong proponent of constitutional carry, I believe the Second Amendment is a fundamental right that empowers Americans to defend themselves, their families, and our republic from all threats, including tyranny.

If elected Governor, my approach to gun policy will prioritize protecting and expanding Second Amendment freedoms. We must focus on addressing criminal behavior and mental health challenges, not punishing responsible gun owners. Terms like “gun violence” are often used dishonestly to shift blame from individuals to inanimate objects, eroding personal responsibility and liberty.

To be specific on key issues:

Background checks: I support the current federal system for licensed dealers but oppose expansions to private transfers, which burden law-abiding citizens and risk creating a registry that infringes on privacy and rights.

Magazine limits: I reject these arbitrary restrictions, as they fail to stop criminals while limiting self-defense capabilities in critical moments.

Forced reset trigger bans: I oppose bans on these or any legal firearm accessories, viewing recent Minnesota efforts as steps toward broader disarmament that I would actively combat.

Silencers (suppressors): I advocate for easier access to silencers, recognizing them as essential hearing protection tools rather than regulated novelties.

Short-barreled rifles (SBRs): I support the right to own SBRs and would push to ease restrictions where possible at the state level, in line with full Second Amendment protections.

On self-defense, I strongly oppose Minnesota’s “Duty to Retreat” laws. Our state should adopt Stand Your Ground principles, allowing individuals to defend themselves without fear of prosecution when facing imminent danger in places they have a right to be. No one should be forced to flee their home or community.

Ultimately, I believe armed Americans are safer Americans. A well-armed populace deters crime, strengthens communities, and preserves the liberties envisioned by our founders. The Second Amendment is about self-defense and safeguarding our way of life—not just hobbies like hunting or sport.

Minnesotans deserve a governor who will fight for these rights against misguided policies that empower criminals and weaken the law-abiding. I invite all who share these values to join my campaign and help build a freer, stronger Minnesota.

With resolve,

Phillip C. Parrish

Candidate for Governor of Minnesota
