By Phillip C. Parrish, Candidate for Governor of Minnesota
Fellow Minnesotans, as the clock ticks down to a potential federal government shutdown on October 1, Washington is once again consumed by partisan brinkmanship. Democrats are holding the line on their demands for billions in health care extensions—framed as lifesaving compassion—while Republicans push back against what the White House calls a “$1.5 trillion wish list of radical left insanity.” But here’s the ugly truth they’re not shouting from the rooftops: These federal dollars don’t just vanish into thin air. They flow straight to states like ours, where they’re twisted into a fraudulent farce that exploits hardworking taxpayers and leaves our truly vulnerable—our seniors, veterans, and families—high and dry.
I’ve been in the trenches, digging into this with everyday folks just like you, and what we’ve uncovered is a scandal that demands we push this conversation to the breaking point. No more polite whispers. No more “compromises” that paper over the rot. As your next Governor, I’m here to say it loud: We are the media now. We’re the watchdogs, the truth-tellers, and we’re done letting propaganda and false promises gaslight us into silence. Minnesotans are being used, manipulated, and exploited for nefarious schemes right here at home—and it’s time the nation sees it too.
The Federal-to-State Pipeline: Compassion or Con?
At its core, the fight in D.C. is over extending Affordable Care Act subsidies and protecting Medicaid funding—priorities Democrats say will prevent a “health care catastrophe.” Sounds noble, right? Who could argue against helping the needy? But follow the money. These federal appropriations get matched and funneled to states, where blue strongholds like Minnesota have turned them into magnets for abuse. Federal law bars undocumented immigrants from full Medicaid coverage, but our state—under Democratic leadership—pioneered workarounds using 100% state taxes to expand MinnesotaCare to over 20,000 undocumented enrollees starting January 1, 2025. What started as a projected $196 million over four years ballooned to $550 million by mid-year, thanks to enrollment doubling estimates and zero-string verification like self-attestation—no SSN required.
This isn’t compassion; it’s a loophole-riddled invitation to fraud. And the numbers? They’re damning. The DOJ’s June 2025 National Health Care Fraud Takedown charged 324 defendants nationwide for $14.6 billion in schemes, with Medicaid fraud leading the pack and recoveries hitting $1.4 billion in FY2024 alone—up 20% from last year. Minnesota? We’re not on the sidelines. We’re ground zero. Just look at the “top offenders” table below, pieced together from federal probes and state audits. These are the expansion states screaming loudest about “fairness” and “vulnerable access” in the shutdown talks, while clawing back millions from scams exploiting their own policies.
State Undocumented Coverage (Est. Enrollees) 2025 Fraud Recoveries/Investigations “Fairness” Gaslighting Examples:
California ~1M via Medi-Cal ($3B+ overrun in Year 1) $513M+ (top nationally; $500M immigrant overbilling audits) Gov. Newsom decried June freezes as “anti-immigrant attacks” during $2B fraud shortfall; AG Bonta called probes “wasteful.”
New York ~200K+ via state add-ons; 480K emergency enrollments $150M+ (e.g., $10.6B “Operation Gold Rush” schemes) Gov. Hochul blasted cuts as “terrorizing immigrants”; AG James warned of “devastation” amid 20% fraud rate.
Illinois ~100K via Health Benefits for Immigrant Adults $200M+ ($50M Somali home health scams tied to expansions) Gov. Pritzker slammed audits as “harassment” despite 15% improper payments.
Minnesota ~20K+ via MinnesotaCare (adults cut June 2025; kids remain) $50M+ ($8.4M Somali fake home health ring; FBI raids on autism centers) Gov. Walz/DFL protested repeal as “killing lives”; House probe exposed EMA loopholes, costs hit $550M vs. $196M estimate.
In Minnesota, the scandals are hitting home hard. Last month, Abdifatah Yusuf was found guilty of bilking Medicaid out of over $8 million through fake home health companies—part of a wave of Somali-led schemes where dummy corporations milk the system and wire cash back to Africa. Attorney General Keith Ellison’s Medicaid Fraud Control Unit is prosecuting these cases, but it’s reactive firefighting after the barn’s already burned. And the House Oversight Committee? They’re demanding answers from Gov. Walz on how the “Biden border crisis” fueled waste in our programs. On X, Minnesotans are fed up: “Say it ain’t so, Tim!” one veteran posted, tying it to our “socialist heaven” facade. Another called out the “massive rip-off” of dummy corps stealing millions.
The Gaslighting Must End: No More False Promises
This is the manipulation at play: Leaders cry “protect the vulnerable!” to shield expansions that drain resources from actual citizens. Even after “compromises” like Minnesota’s June 2025 repeal for adult undocumented coverage—saving a measly $57 million biennially—the fraud doesn’t stop. Kids stay covered, loopholes linger, and our seniors wait longer for care while $100 billion in national improper payments skew to these states. Fact-checkers admit it’s not “federal Medicaid” for immigrants, but they dodge how state gimmicks blend funds and invite abuse. It’s a shell game: Taxpayers foot the bill via hiked “sick taxes” on hospitals, uncompensated care skyrockets, and the truly needy—our disabled vets, rural families, working poor—get scraps.
As Democrats leverage the shutdown for these protections, they’re not fighting for us. They’re propping up a system that exploits us. Trump canceled a key meeting with Schumer and Jeffries over it, but we can’t wait for D.C. drama. We must demand an end to the gaslighting—full E-Verify for benefits, audits with teeth, and federal strings that prioritize citizens first.
Pushing to the Breaking Point: My Pledge as Your Governor
I’m running for Governor because Minnesota deserves a fighter who’ll break this cycle. We’ll audit every dollar, seal the loopholes, and redirect funds to our people—the ones who’ve built this state with sweat and integrity. No more nefarious activities hidden behind “fairness.” We’ll push this dialogue until it shatters the illusions, even if it means standing alone against the machine.
Minnesotans, you’re not pawns. You’re the power. Share this article. Tag your reps. Join the chorus on X with #EndMNFraud. Demand real help for the truly needed—before another “compromise” leaves us all worse off. Together, we’ll expose the exploitation, reclaim our resources, and build a Minnesota for us.
