By Phillip C. Parrish, LCDR USN (Ret.), Information Dominance Warfare Officer, Counterterrorism Expert, and Candidate for Governor of Minnesota in 2026
As a retired U.S. Navy Lieutenant Commander with 21 years of service in intelligence, counterterrorism, and foreign policy—from dismantling terrorist networks overseas to exposing white-collar fraud right here in Minnesota—I’ve spent my career confronting threats that hide in plain sight. I was the original whistleblower on the state’s massive daycare fraud scandals, alerting authorities as early as 2016 to schemes that siphoned over $250 million through fake programs and remittances. That fight led to broader revelations, like the Feeding Our Future debacle—another $250 million stolen under lax oversight—and ongoing investigations into Medicaid housing fraud rings costing taxpayers millions more. These aren’t accidents; they’re patterns of systemic exploitation designed to enrich a few at the expense of all Minnesotans.
Today, as I campaign to become your next Governor, I see those same patterns at work in attempts to stifle my voice and candidacy. Whispers of doubt, fear-based narratives, and outright disinformation are being fed to elected officials, state employees, bureaucrats, and political activists by deep-pocketed influencers and their handlers. These “puppet masters”—white-collar criminals embedded in networks of nonprofits, advocacy groups, and shadowy funding streams—are terrified of what I represent: a proven dismantler of corrupt systems. They know I can trace the money trails, expose the enablers, and tear down their operations, just as I helped disrupt terrorist cells that threatened our nation. Recent federal probes, including indictments in overlapping fraud cases and immigration schemes in the Twin Cities, only underscore how deep these roots go. But their grip is weakening, and I believe many of you are starting to see through the veil.
To Minnesota’s leaders and public servants: If you’re reading this and feeling the weight of conflicting loyalties—if you’ve been sold stories that paint whistleblowers like me as threats, or if fear of reprisal has kept you silent—know that you’re not alone. I’ve spoken with many of you privately, and I hear the growing unease about the narratives you’ve been fed. The emotional manipulation, the subtle threats, the pressure to toe the line—it’s all part of a design to maintain control. Groups like Indivisible Twin Cities, Faith in Minnesota, and ISAIAH have been caught on video promoting recruitment tactics that echo the very fraud enablers we’ve prosecuted, blending activism with unchecked exploitation. Politicians like Governor Tim Walz and Secretary of State Steve Simon push policies that violate federal laws like the NVRA and HAVA, enabling voter roll vulnerabilities and same-day registration abuses that inflate turnout beyond plausibility. And figures like Senator Amy Klobuchar decry “health care cliffs” she helped create through half-measures in the Inflation Reduction Act, all while pocketing Big Pharma donations.
These systemic issues—fraud-riddled elections, wasteful spending leading to a $6 billion deficit, and media spin that divides rather than informs—are by design. They thrive on division, fear, and silence. But they can be overcome. As Governor, I’ll implement real reforms: biometric IDs and on-site inspections for nonprofits, real-time transparency portals for grants, aggressive audits to claw back stolen funds, and strict enforcement of election integrity laws to ensure every vote is verifiable and secure. No more half-measures or excuses— we’ll build a governance that serves the people with unwavering integrity and honesty.
I want you to know: My team and I have your back. If you’re ready to question what you’ve been told, to step away from the fear and toward the truth, reach out. Whether you’re a legislator doubting the party line, a bureaucrat tired of ignoring red flags, or an activist realizing the agendas don’t align with Minnesota’s values—we’ll protect you. Together, we can expose the handlers, hold the grifters accountable, and reclaim our state for its hardworking families, farmers, and small businesses. This isn’t about left or right; it’s about right and wrong.
Minnesotans, the time for whispers is over. Let’s amplify the truth and build a brighter future. Join me in this righteous reckoning. Visit parrish4mn.com to get involved, and let’s make Minnesota a beacon of transparency once more.
In service,
Phillip C. Parrish
