Public Warning: To Every Politician, Operative, Media Figure, Nonprofit Executive, and Organization Touching Minnesota’s Fraud Networks

From: Phillip C. Parrish, LCDR USN (Ret.), Candidate for Governor of Minnesota 2026

Date: February 12, 2026

Listen up.

The Parrish for Governor intelligence cell has been mapping Minnesota’s human-services fraud networks for ten straight years. We have followed the money from daycare scams to Medicaid PCA rackets, from COVID “relief” theft to the nonprofit shell games that turn disabled kids and working taxpayers into cash cows. We have tracked the LLCs, the layered 501(c)(3)s, the cozy office-park arrangements, and the quiet little employment pipelines that keep the same players fat and happy no matter which party holds the gavel.

We are done playing games.

This is not a partisan lecture. This is a shot across the bow to every single person — Republican, DFL, independent, media, consultant, donor, or “thought leader” — who is directly or indirectly feeding from, shielding, or benefiting from government contracts that carry even the faintest scent of fraud, overbilling, weak controls, or self-dealing.

You know who you are.

You know the buildings.

You know the 990s that show six-figure salaries on modest revenues while the “mission” is taxpayer-funded home care.

You know the “fraud lists” that magically skip the big, connected providers.

You know the former committee chairs who suddenly land cushy fellowships at the same address as the contractors they used to oversee.

We see it all.

The shell games are ending.

The LLC-to-nonprofit-to-campaign-donor loops are being unwound.

The “respectable” conservative organizations that share hallways with the very entities they pretend to police are on notice.

To every Republican who has claimed the mantle of fiscal responsibility while looking the other way:

Come clean. Now.

If you have taken a dime, a favor, a future job, or even quiet silence in exchange for protecting any slice of this racket, disclose it. Resign from any board, fellowship, or advisory role that creates the appearance of conflict. Publicly demand full, transparent audits of every high-dollar DHS contractor in the home-care and disability space.

There will be no quarter for those who wave the Republican flag while cashing the same checks as the DFL machine.

To the DFL operatives, nonprofit executives, and media enablers who built this syndicate:

You have treated Minnesota’s safety-net programs like a personal ATM for two decades. We already know the patterns. We have the paper trails. The only question left is how many of you decide to flip and help dismantle the machine before the machine dismantles you.

To every media outlet and “watchdog” group that has platformed these players while ignoring the whistleblowers:

Your selective blindness is on the record. The Parrish intelligence cell does not forget.

We are not asking nicely. We are not negotiating. We are not interested in “both sides” theater or false equivalence. Public money for the vulnerable is being looted. That is a crime against the people of this constitutional republic and, more importantly, a sin against the least of these.

Jesus did not issue polite memos to the money changers in the temple. He overturned the tables.

Consider this our first table flip.

Deadline: Immediate.

Come clean publicly. Hand over every document, every donor list, every contract, every quiet employment arrangement. Cooperate with real, independent audits. Or stay silent and become the next exhibit in the exposure.

The intelligence cell has the receipts. We have the patience of Navy intelligence professionals who tracked terrorist financing through the same Minnesota programs. We have zero mercy for anyone still profiting from the pain of disabled Minnesotans and the theft of taxpayer dollars.

No sacred cows.

No protected classes.

No “he’s one of ours” exemptions.

The grift is over.

Come clean.

Or we will come for the truth — relentlessly, publicly, and without apology.

Share this. Forward it. Post it. The people of Minnesota deserve to know who is still protecting the racket and who is finally choosing integrity.

The tables are turning.
