Fellow Minnesotans,
Picture this: Minnesota’s core – Minneapolis, St. Paul, St. Cloud, and the big education machines – isn’t building anything anymore. No factories churning, no mines digging critical minerals, no family farms feeding the nation without getting kneecapped by regs. Instead, it’s a straight-up parasitic economy. Producers out in Greater Minnesota – the guys welding steel, harvesting corn, running small shops, keeping the lights on – create the real wealth. The metro and its nonprofit LLC swarm? They latch on, suck it dry through taxes, grants, and fraud pipelines, then wire the loot overseas or into lake homes.
Some parasites in nature are harmless – a tick here, a tapeworm there that doesn’t kill the host. But when they turn invasive? They multiply, cripple organs, and collapse the whole system. That’s exactly what the Walz DFL criminal syndicate has engineered here. It started as bloat. Now it’s an organized racketeering network – RICO predicates stacked like cordwood – looting billions while producers foot the bill and wonder why their energy bills skyrocket and their kids’ schools turn into indoctrination mills.
This isn’t theory. It’s straight economic reality, backed by public records, federal probes, and my own whistleblower filings going back to 2016-2018. Public choice economists nailed it decades ago: when government and connected grifters capture the system, they don’t produce – they extract via “rent-seeking.” Crony statutes like Minnesota’s affirmative-action quotas (§43A.191 and §363A.36) act as the bloodstream for this parasite, forcing patronage hires, shielding LLC shells, and punishing merit. Result? The host (real Minnesota producers) gets anemic while the ticks feast.
Look at the numbers from the February 2026 Minnesota Management and Budget forecast I laid out in my March 3 open call (“Igniting Accountability: Expose the Fraud, Crush the Syndicate, and Rebuild Minnesota”): $3.7 billion “surplus” this biennium that’s just volatile revenue hiding a structural bloodletting. Spending outpaces everything through 2029. Federal probes peg Medicaid fraud alone at up to $9 billion since 2018 across 14 high-risk programs. Half or more of that $18 billion pipeline? Vanished into ghost claims, fake services, and overseas hawalas. That’s not “mismanagement.” That’s the syndicate turning taxpayer dollars into their personal ATM.
Name the invasive parasites doing the real damage.
• Doran Schrantz and her Isaiah / Faith in Minnesota cutouts: Embedded in DHS since 2012. These lobbyists literally wrote the legislation spawning hundreds of “community-based childcare” LLCs – the exact epicenter of the $250+ million daycare fraud I blew the whistle on in 2018. Mosques, barbershops, and “faith” networks brag about controlling the flow while real kids and families get shortchanged.
• Tim Walz, Keith Ellison, Peggy Flanagan, Steve Simon, and the DFL machine: The command structure. Walz green-lights the payments, appoints the airport boards, and hands $2.3 million “audit” contracts to the very corporate foxes robbing the henhouse. Ellison and crew coordinate the patronage and protection rackets.
• UnitedHealth Group / Optum: Corporate enablers. Walz’s donor buddies at Optum got the gig to “oversee” Medicaid fraud despite their own DOJ rap sheet for overbilling and kickbacks. Same playbook as the daycare rings.
• Somali clan networks at MSP Airport: Control taxis, now bidding on Terminal 1 concessions via “homegrown small business” RFPs. They bundle and ship $1 million a day in cash remittances – much of it traced to fraud proceeds from daycare, COVID relief, and benefits scams. I flagged these hawala pipelines in 2016 on the Joint Terrorism Task Force. Nothing’s changed except the scale.
• Specific LLC fraud shells: Mohamud Muse’s Creative Minds Daycare (shuttered Oct 1, 2025 after violations) magically reopens as Super Kids the next day at the same address – still pocketing $471,787+ in subsidies. Dozens more just like it, tied to the same networks. Autism services bilked $220 million with unqualified “technicians” and parent kickbacks. Housing Stabilization inflated $302 million in bills (115 providers banned). Feeding Our Future’s $250-300 million fake-meal empire (78 indicted, 57 convicted). These aren’t accidents – they’re features of the invasive parasite.
And don’t kid yourself: universities and education institutions in these cities? Part of the same grift – $1.9 billion higher-ed baseline padded with DEI mandates while core reading and math rot. St. Cloud’s no exception – same dependency pipelines feeding the metro beast.
The non-invasive parasites – legitimate small nonprofits or businesses that rely on honest contracts – better wake up fast. When the producing economy collapses under this weight, you don’t get a seat at the table. You get devoured too. The host can only bleed so much before it dies. Minnesota’s structural imbalance proves it: fraud growth + unchecked bloat = unsustainable. Producers are already teetering – farms crushed by regs, families freezing on energy bills, veterans and seniors robbed of real relief.
Enough. Time to dismantle the dominating parasitic economy and rebuild a producing one.
This starts with my first budget as Governor in 2027 – the blueprint I detailed March 3 and will ram through day one. We slash from the ~$70 billion FY 2026-27 general fund baseline to $47 billion (33% leaner) – balanced, no new taxes, no deficits. How?
• $2 billion+ immediate fraud clawbacks: RICO-style independent audits of DHS, Education, and Health. Biometric verification on every benefit. Subpoena the emails. Prosecute the syndicates. Recover from the indicted LLCs and enablers.
• Energy independence as the growth engine: $2.5 billion allocation to fast-track responsible mining for critical minerals and high-wage jobs. Cut the crony regs choking Greater Minnesota. Axe unreliable renewable subsidies that just enrich the insiders. Prioritize reliable domestic power – no more blackouts for farms and factories. This isn’t optional; it’s survival. Cheap, abundant energy fuels producers – manufacturers return, farms expand, families keep more of what they earn. Deregulate and watch real revenue explode while the parasite starves.
• Education overhaul: $10 billion (down ~40%). School choice vouchers empower parents. Basics-first: math, reading, vocational – no more divisive ideology. Slash central admin by 66%, sell the excess buildings.
• Agriculture, law enforcement, child protection: Slash regs on family farms. Boost the Blue, deport felons, end sanctuary nonsense. Zero-tolerance fraud prosecutions with whistleblower rewards.
Redirect every saved dollar to tax relief, family rebates, debt paydown, and reserves. This isn’t austerity theater – it’s justice. Producers get oxygen. The invasive parasites get the boot.
Minnesotans, this is the vision you can feel in your bones: Farms flourishing as stewards of the land God gave us. Families in safe homes with affordable power and honest wages. Kids equipped for real life, protected in body and soul, imaged in the Creator’s design. A constitutional republic where government serves the people – not the other way around. No more looting. No more rigging. Just honest labor rewarded under God’s grace.
The syndicate is already sweating – my March 24 intelligence brief (“The Walz DFL Criminal Syndicate: Organized Racketeering, Parasite Economy…”) dropped the receipts and they’re scrambling. Legislators, co-sponsor the audits and clawbacks now. Citizens, share this, pack the hearings, hold them accountable at the polls.
We’re turning up the heat until the bloodsuckers drop off. Minnesota rises – producers first, always.
In Christ’s strength,
Phillip C. Parrish
