Phillip C. Parrish Attends House Fraud Prevention Hearing: MSP Airport Remittances Exposed as Pipeline for Stolen Minnesota Tax Dollars

St. Paul, MN – March 23, 2026 – Today I am attending the House Fraud Prevention and State Agency Oversight Policy Committee hearing at 8:15 a.m. in Capitol Room 120. The focus: international remittances flowing out of Minneapolis-St. Paul International Airport. This is not some abstract policy discussion. This is the exact money trail I documented as a Navy intelligence officer in 2016 – hundreds of millions in taxpayer-funded daycare fraud cash being stuffed into suitcases and wired through hawalas straight to al-Shabab and overseas pockets.

Here’s the brutal truth the committee must confront:

What the remittance pipeline was supposed to be: Hardworking immigrants sending their own legitimately earned wages back to family in their home countries. Personal money. Private choice. No taxpayer involvement.

What it actually is: A sophisticated laundering machine for hundreds of millions – and by some estimates now approaching billions – of stolen Minnesota tax dollars.

Fraudulent daycare LLCs, grifting nonprofits, and ineligible individuals have exploited every loophole in our social programs. They file fake claims, pocket state subsidies and federal grants meant for Minnesota children, then convert those stolen funds into cash bundles at MSP. Suitcase after suitcase. Hawala after hawala. Straight to terror networks or personal profit abroad.

This is not “family support.” This is organized theft on an industrial scale.

Hardworking Minnesota taxpayers – farmers, teachers, factory workers, small business owners – are footing the bill for all of it. Every dollar wired out of MSP is one less dollar for our roads, our schools, our veterans, or actual families in need right here at home. It drives up property taxes, inflates the cost of living, and leaves honest citizens wondering why their paychecks never go as far as they should. Meanwhile, the DFL-aligned nonprofit cartel and their political enablers keep the grift rolling, protected by silence and bureaucracy.

I exposed this in my January interview with NewsNation’s Elizabeth Vargas Reports because the numbers don’t lie and the trails lead straight to terror financing. Recent data shows nearly $700 million in flagged cash leaving MSP in luggage over the past two years alone – the overwhelming majority tied to Somali community networks and the same fraud patterns I tracked nearly a decade ago.

Enough.

Minnesota families deserve better than having their hard-earned tax dollars turned into terror funding or overseas luxury. As a retired Navy Lieutenant Commander, fraud whistleblower, farmer, father, and lifelong Minnesotan, I am running for Governor in 2026 to dismantle these criminal networks once and for all – the political protectors, the nonprofit shells, the LLC fraud factories, and every enabler who treats public money as their personal ATM.

We will audit every social program with real teeth, prosecute the fraud without mercy, recover every stolen dollar possible, and shut down the remittance loopholes that turn Minnesota into an unwitting financier of evil.

This is about restoring integrity to our constitutional republic. It’s about ensuring every tax dollar serves Minnesota families first – not foreign terror groups or domestic grifters living large on fraud.

A Minnesota where hard work is rewarded, not robbed. Where truth prevails over cover-ups. Where our children inherit a state built on justice, not looting.

That vision starts with sunlight – right here, right now, in this hearing.

I may or may not get the chance to speak today. But I am here, as I have been since 2016, ready to deliver the facts, the documents, and the unfiltered truth that Minnesotans have earned.
