Law enforcement partners – this is not “overzealous regulation.” This is a documented racketeering enterprise operating inside Minnesota’s childcare assistance (CCAP), autism services, and related federal/state programs. It has looted well over $1 billion in taxpayer dollars through shell LLCs, mailbox mills, ghost enrollments, and false claims. The same networks that ran the Feeding Our Future nutrition scam are now embedded in childcare. When the feds finally execute warrants – as they did on April 28, 2026, hitting ~22 centers in the Twin Cities – the syndicate’s “faith-based” and “community” front groups immediately scream “guise for ICE raids” and mobilize obstruction. This is textbook RICO territory.
We are not dealing with isolated “bad actors.” We are dealing with a structured enterprise: diaspora clan elders with direct historical exposure to international aid pipelines, Rochester/Minneapolis nonprofit nodes, mailbox LLC factories, and political protection from the DFL machine. The April 28 raids prove the feds are finally moving. This brief arms you with the facts, timelines, and legal predicates to lock these operators up and seize assets.
1. The Enterprise – From World Bank Mogadishu to Minnesota Mailbox Mills
• Core Node: Mohamoud Ghedi Hilowle (aka Mohamoud Hamud / Mohamoud Ghedi Aw Hilowle) – Rochester resident since ~1993. Explicitly named in the March 1978 World Bank internal newsletter Bank Notes as “messenger” in the Mogadishu Resident Mission during the surge of IDA credits to Somalia (agriculture, education, transport). He later served as Transitional Federal Parliament MP (2008-2012), was shortlisted for Prime Minister under President Hassan Sheikh Mohamud, and in 2015 publicly addressed King/Boqor Burhan Musa (Darood/Majeerteen traditional leader) at a Minnesota clan reconciliation event pushing youth/development issues. Longtime Rochester influencer: Intercultural Mutual Assistance Association ties, Rochester STEM Academy board, Mayor’s Hero Award 1997, met Rep. Walz in DC.
• Global Somali Council (GSC) Overlap – Executive Director Sheiknor Abucar Qassim runs Prime-Time Essential Care (PrimTEC), Rochester’s first Somali-owned nursing home tied to Mayo Clinic transitions. GSC explicitly “links all Somali organizations worldwide,” assists in “raising necessary funds,” and coordinates with Somali governance institutions. This is the exact diaspora infrastructure that funnels influence and cash flows.
• The Fraud Engine – Mailbox/PO-box LLC mills. Dozens of shell companies using single addresses, fake enrollments, and CCAP/Medicaid billing for services never provided. Nick Shirley’s December 2025 video exposed vacant centers billing millions. Federal raids April 28, 2026, targeted 22+ sites (childcare and autism centers) in Minneapolis – many Somali-linked. Pattern matches Feeding Our Future: 79+ charged, majority Somali ancestry, $250M+ in one scheme alone. Over $1B total across nutrition, housing, childcare, autism.
This enterprise uses clan networks, mutual assistance nonprofits, and “faith” branding to launder operations while hawala-style remittances move money offshore.
2. The Shield – ISAIAH / Kids Count on Us as Political/Obstruction Arm
• ISAIAH openly lists “childcare centers” as core members of its statewide network alongside faith communities and barbershops. Kids Count on Us represents 600+ community-based childcare programs, 10,000+ providers.
• Post-April 28 raids: Kids Count on Us/ISAIAH immediately issued statements calling federal action “raids on childcare centers under the guise of a fraud investigation” amid “aggressive ICE activity.” They’ve pushed “Day Without Childcare” strikes and fear-mongering about “kidnapping teachers” and “traumatizing kids.” This is not advocacy. This is coordinated obstruction of federal warrants and investigations.
Ties to Lt. Gov. Peggy Flanagan and Tides Foundation “resistance” infrastructure documented in prior briefings. Same players who protected the original scams now run interference when the raids hit.
3. RICO & Criminal Predicates – The Teeth for Prosecution
This meets every element of 18 U.S.C. § 1961-1968 (RICO):
• Enterprise: Interconnected clan/diaspora nonprofits, LLC mills, and political fronts operating continuously since at least the early 2010s.
• Predicate Acts: Wire/mail fraud (false CCAP billing via USPS drops and electronic claims), false statements to federal/state agencies, money laundering (hawala remittances), obstruction of justice (public interference with ongoing raids/investigations).
• Pattern of Racketeering: Repeated false claims across Feeding Our Future → housing → autism → now childcare. 92+ charged since 2021, 67+ convicted. Recent April 2026 raids add fresh evidence.
• Obstruction Evidence: Public statements from ISAIAH/Kids Count on Us directly referencing HSI/ICE while downplaying fraud probes.
Asset forfeiture is mandatory. Seize the LLCs, properties, and any offshore flows. Charge the elders and nonprofit executives who provided cover.
4. National Security Implications – Not Just Local Grift
• Foreign Influence Vector: Actors with direct World Bank/Somali government ties embedded in U.S. social service infrastructure. Aid knowledge turned into domestic fraud pipelines.
• Economic Warfare on Taxpayers: Billions drained from federal programs (CCAP, Medicaid, nutrition) weakens national readiness and diverts funds from legitimate Minnesota families.
• Enforcement Undermining: Coordinated public campaigns against ICE/HSI/FBI erode rule of law and border security.
• Radicalization/Clan Risk: Same networks that reconciled clan disputes abroad now operate inside U.S. borders with taxpayer subsidies. History shows unaddressed fraud ecosystems become vectors for extremism financing.

Where veterans, farmers, teachers, and working Minnesotans keep what they earn instead of subsidizing ghost centers and clan mills.
