No Amnesty. No Citizenship. No Benefits. $84 Billion Back to Taxpayers.

Mike Lindell’s Conditional Visa Reset Program is the plan the open-borders machine is already trying to bury.

The press and the political gotcha class have one job when a serious immigration plan appears: mislabel it, mock it, and hope you never read the actual document. They are already doing it with Mike Lindell’s Conditional Visa Reset Program (CVRP).

They will call it amnesty.

They will call it open borders with a smile.

They will call it everything except what it is.

Here is what it actually is.

The Five Provisions — No Spin

1. Criminals go first.

Any unauthorized immigrant with a gross misdemeanor or felony conviction — U.S. or foreign — is subject to immediate deportation upon identification. No time-served excuses. No “long-term resident” sob stories. The paper conservatively estimates 375,000 people in this category. Removing them alone is projected to save roughly $23.6 billion in incarceration and criminal-justice costs during the early years.

2. 120 days to register or leave.

Every remaining unauthorized immigrant gets a hard 120-day window to apply for a Worker Visa Card (WVC). The card authorizes legal work. It does not create a path to citizenship. It does not confer voting rights. It does not open eligibility for Medicaid, SNAP, SSI, or the Earned Income Tax Credit. It is renewable only if the holder stays clean and keeps working or actively seeking work. Projected take-up is 80 percent — about 5.7 million people. The other 1.4 million who refuse to register face expedited removal.

3. The bosses go to jail.

After the 120-day window closes, any employer — officers, managers, directors, supervisors — caught employing an unauthorized worker without a valid WVC faces 120 days in prison per violation, civil fines up to $25,000 per worker, mandatory E-Verify, and loss of federal contracts on a second offense. Current law is a joke; fewer than 15 individuals are prosecuted most years. This ends the joke. Personal criminal liability for the people who sign the checks is the only thing that has ever changed corporate behavior in environmental, securities, and food-safety law. It will change it here.

4. Cash under the table is finished.

The policy kills the cash-pay reporting exemptions that let employers hide wages paid to unauthorized workers. Full 1099-NEC and W-2 reporting is required regardless of amount. Estimated additional federal revenue: $840 million a year. The underground economy that feeds both the employers and the political machines that protect them takes a direct hit.

5. English is required for a driver’s license.

WVC holders may apply for a state driver’s license only after passing a standardized English proficiency exam focused on road signs, traffic laws, and emergency communications, plus the standard written and road tests administered in English only. Public safety is not optional. The federal government already requires English proficiency for commercial drivers. This simply extends the same principle.

The Money — The Part They Hope You Ignore

When the system is running, the net annual fiscal impact is projected at approximately $84 billion in the early years and roughly $60 billion recurring every year after the transitional incarceration savings phase out.

That number comes from restoring employer and employee payroll taxes, unemployment insurance, workers’ compensation premiums, federal and state income taxes, Social Security and Medicare contributions (with no future benefit liability for the WVC holders), plus the work-authorization compliance premium identified by ITEP. Implementation costs are estimated at $3.7 billion a year. The math still produces a massive surplus for taxpayers.

Compare that to the alternative the press pretends is the only “serious” option. The American Immigration Council itself estimates that deporting one million people per year would cost the federal government at least $88 billion in enforcement alone and shrink GDP by 4–7 percent. Lindell’s plan removes the criminals and the non-compliant while converting the rest into net taxpayers instead of net costs.

What This Is Not

It is not amnesty.

It is not a pathway to citizenship.

It is not voting rights.

It is not welfare expansion.

It is not a free pass for employers who built business models on illegal labor and cash wages.

It is a forced choice: register, work legally, pay taxes, stay clean — or leave. The people who refuse the choice, and the bosses who keep paying them off the books, face real consequences.

Why the Machine Hates It

The DFL/DSA political apparatus, the nonprofit grift networks, and the corporate interests that profit from a permanent underclass of off-the-books labor all benefit from the current chaos. An underground cash economy is hard to tax, hard to regulate, and easy to manipulate for political ends. A documented workforce that pays into Social Security and Medicare without drawing benefits later is the opposite of what they want. So they will lie about the policy until the public is too confused to read the actual text.

Mike Lindell put the text out in July 2026. The Lindell-Parrish ticket will defend it without apology. Rule of law is not cruelty. Collecting taxes already owed is not punishment. Deporting convicted criminals is not extremism. It is the minimum a constitutional republic owes its own citizens.
