Bottom line
Minnesota is not “struggling with fraud.” Minnesota built a business model that sells units: hours, rides, diagnoses, meals, chairs, names on a roll. Feeding Our Future and empty daycares are the billboard. They are not the factory. The factory is fourteen high-risk Medicaid pipes that reimbursed about $20.8 billion since 2018, a housing program that went from a $2.6 million estimate to a $100 million burn, autism claims that went from $6 million to hundreds of millions, PCA/night supervision/ICS/NEMT stacked on the same EINs — and a primary count that claims 271,000 extra DFL ballots in the same geography that will not produce a checkable file.
If you are running for office in 2026 and you talk about “rooting out bad actors” without naming the command nodes, freezing payments, opening the rows, and stacking exclusions across every trough, you are applying for a job at the ranch.
If you are a Minnesotan who wants this state saved, stop waiting for a candidate to feel it. Make them answer the two publications in public, on camera, with dates and statutes. An oath that cannot survive those two pages is not an oath.
I. Two publications. Same barn.
The Day-1 brief is the claims ledger. Minnesota Statutes § 15.06 already lets a governor remove commissioners of DHS, DCYF, Education, DEED, Health, MNIT, Public Safety, and the rest at pleasure. § 4.04 lets her put the lieutenant governor on fraud oversight by written order. Firing Assistant Commissioner Daron Korte and Deputy Commissioner Leah Montgomery is necessary. It is not a housecleaning. The command nodes are the Governor’s Office holdovers, Education Commissioner Willie Jett, DCYF Commissioner Tikki Brown, the DHS payment desk that waited for an indictment before shutting the faucet, and an Attorney General a governor cannot fire but must corner with referral packages the public can read. A two-name firing with no payment freeze, no device imaging, no whistleblower amnesty, and no stacking ban is a staff shuffle. The syndicate reprints the letterhead by Easter.
The 271,000-ballot brief is the voter ledger. Official story: historic 1.1 million primary, DFL governor line ~685,000, GOP ~414,000, gap ~271,000 — 1.66 DFL per GOP. Counties that produced a file — Wadena, Wright, Clearwater, Stearns — invert that ratio. Pooled checkable ground runs about 60% GOP. Apply that mix to 1.1 million and the “mandate” flips sign. We did not claim 685,000 ghosts. We claimed the official ratio and the checkable ratio contradict each other by the size of a congressional district, and the surplus is assigned to Hennepin, Ramsey, Dakota and the rest of the map that answered no file. A constitutional republic counts paper, lists, and history rows. A syndicate counts a press release.
One industry. Two products. Claims and ballots. Both need units. Both punish anyone who asks to see the body.
II. Stop staring at the billboard
Meals and daycare are real theft. They are also the chapter written for television. The spend that should keep you awake is the quiet pipe:
• Fourteen “high-risk” Medicaid programs: $20.8 billion since 2018; $4.32 billion in 2025 alone.
• PCA / Community First: more than half of that pile.
• Night Supervision: $4.9 million to $305.5 million.
• Integrated Community Supports: $4.6 million to $193.6 million.
• EIDBI autism: $6 million class to hundreds of millions; kickbacks for diagnoses; money offshore.
• Housing Stabilization: killed in 2025 after it became a provider farm.
• NEMT and MCO prior-auth rides that exist on a screen.
• UI, SNAP/EBT, TANF, CCDF stacked on the same families and the same addresses.
Joe Thompson called FoF the blueprint: follow the growth curve and the same names into the next program. That is the confession. The campaign ads that only say “Feeding Our Future” are doing the industry a favor.
III. To every name on the 2026 ballot
This is not a questionnaire for consultants. Answer in writing. Post it. If you cannot, you are applying to manage the inventory.
1. The stack. Will you bar any person, spouse, or successor LLC from every state trough after one finding of fraud — meals, CCAP, PCA, autism, housing, NEMT, SNAP vendor, UI — without waiting for a sentencing hearing?
2. The faucet. Day 1: freeze new enrollments in the fourteen high-risk programs for a defined window. Pay only against source documents, not self-attestation. Who sits at the payment desk if the last legal shop’s doctrine was “innocent until the indictment is old”?
3. The command nodes. Name the commissioners you will remove on Inauguration morning — not two deputies. Jett, Brown, Connolly’s lineage, Governor’s Office holdovers, DHS counsel. If your list is shorter than the Day-1 brief, say why the command node gets to keep the keys.
4. The AG and the SOS. A governor cannot fire Keith Ellison or Steve Simon. Will you build public criminal-referral packages, civil-forfeiture targets, and a county-by-county ballot file demand — or will you “work with” the offices that sat on stop-pay power and lock the rows?
5. The rows. Will you require a textual CVR or signed tape-plus-abstract from every county that contributed the surplus DFL volume, starting with Hennepin, Ramsey, and Dakota? Will you match those ballots to a § 201.121 history row after the window? A ballot with no history is a record gap, not a vibe.
6. Citizenship and the roll. Minnesota does not verify citizenship at registration. Will you end that, or will you keep a herd file that can be activated on Election Day and argued about in November?
7. Managed care. If UCare or any MCO pre-authorized ghost rides and the state called it “overpayment,” is the plan a contractor or a co-conspirator? Who loses the contract?
8. The poor. The least of these were the cover story. Will you restore actual meals, actual aides, actual housing help — or will you defend the program by defending the billing curve?
If you are Amy Klobuchar: you are not a bystander to eight years of DFL executive power. “I was in Washington” is not an answer to $20 billion in high-risk pipes and an uncheckable primary ratio. Tell Minnesota, in verbs, what you freeze, who you refer, and which files you open. A Senate résumé is not a housecleaning.
If you are Lisa Demuth: you already said do not wait until January and fire the enablers. The Day-1 brief is the test of that sentence. Two names is a clip. Payment freezes, device holds, stacking bans, and the ballot rows are the job. Ryan Wilson does not get a pass either. The lieutenant governor seat is useless if it is a ribbon-cutting tour instead of the fraud desk § 4.04 already allows.
If you are running for Attorney General: your first press conference is either a docket or an audition for the syndicate’s outside counsel.
If you are running for Secretary of State: produce the county table that sums to 685,000 and 414,000, or admit the official story is an uncheckable count wearing a turnout headline.
If you are running for Legislature: a bonding bill and a “fraud task force” that reports after the next cycle is how this industry survives. Statute the stack ban. Statute source-document pay. Statute the file.
If you are running for county auditor or sheriff: Wright emailed 23,213 rows. Wadena added. Stearns certified paper. Your county either produces the object or joins Cottonwood and Crow Wing in “does not exist.”
IV. What saving Minnesota actually looks like
Not a vibe. Not “affordability” as a word salad. A producer republic:
A farmer in Goodhue County who is not funding ghost night-supervision hours. A nurse who is not competing with a kickback clinic for an autism slot. A parish that can feed children without a sponsor LLC skimming the plate. A veteran whose Medicaid dollar reaches a body. A mother who can find a real daycare because the fake ones lost every license the same morning. A poll worker holding a paper roster that matches a history row. A sheriff who is not told the billing file is “privacy.”
Christ is not a unit. A child is not a code. A voter is not a cattle tag. The State that treats them as inventory will keep printing units until someone with keys shuts the printer.
V. To Minnesotans
Do not outsource this to November theater. Print the two publications. Hand them to every candidate who wants your name. Record the answer. If they pivot to Feeding Our Future and a smile, they have told you they intend to manage the billboard and leave the factory running.
The majority we have looked in the eye do not talk like 1.66-to-1 DFL and do not live like a $4.3 billion high-risk year is compassion. God sees the work. The counties that mailed the file already did their part. The rest of the map, and every name on the ballot, can end the argument by producing the rows and cutting the stack.
Paper. Lists. Bodies. Christ is King.
