They Call It “Democracy.” The Recordings Call It the Day After.

Public Briefing: The Ex-USAID Network and the Weaponized Use of “Democracy”

Caveat — Their use of the word “democracy”

These operators do not use “democracy” the way ordinary Americans understand it. In their internal recordings, strategy documents, workshops, and public writing, “democracy,” “deeper democracy,” “democratic renewal,” and “structural reform” function as a psychological tool and a weapon with premeditated intent.

The term is deliberately elastic. It allows them to declare the constitutional republic itself illegitimate the moment it produces results they dislike, while dressing the subsequent power grab in the language of peace, progress, and popular will. The same cadre that spent careers running “democracy promotion” and “community-assisted transitions” overseas now applies the identical vocabulary and sequence at home. When they say the federal government has suffered a “crisis of legitimacy” and must be replaced by “structural reform” so people can live in “peace and deeper democracy,” they are describing the replacement of the constitutional order with a system of unelected NGO, foundation, and activist governance—the exact model they exported and that frequently enriched contractors while leaving local populations poorer and less free.

Every subsequent use of the word in this briefing is theirs, not ours. The accurate description of the target is the constitutional republic of the United States.

The Network and the Playbook

Former USAID “democracy” officers, retired flag officers, and coordinated NGOs have built an operational structure to treat the United States the way USAID once treated target countries. DataRepublican’s “Democracy Files” releases (October 19–21, 2026) contain recordings, transcripts, and strategy documents; the July 2025 NOTUS reporting on DemocracyAID confirms the public organizing.

Core figures:

• Danielle Reiff (ex-USAID Foreign Service, 2005–2024): Launched the Signal chat that became DemocracyAID. On the August 13, 2026 Renew American Democracy call she framed a coming legitimacy crisis as the opening for a “refounding moment” and structural reform.

• Ro (Rosarie) Tucci (former director, USAID Center for Democracy, Human Rights, and Governance): Co-leads workshops on “Authoritarianism 101” and noncooperation, teaching federal employees to begin with small social networks and escalate toward a “massive strike.” The group circulated the old CIA Simple Sabotage Field Manual.

• Paul Zeitz (former USAID adviser): Central in Renew to Thrive / Renew American Democracy; member of National Security Leaders for America. Discussed options if the federal government is declared illegitimate and governors assume a leading role.

• Rear Admiral Michael E. Smith (Ret.): Leads National Security Leaders for America (~1,600 former military, intelligence, and diplomatic officials). Operationalizes the United Democracy Alliance and leads the Horizons Project Insurrection Act Working Group. Materials show him acknowledging the role of the Renew American Democracy group in defining the government that follows a “breakthrough.”

• Erica Chenoweth: Linked to the Horizons Project / “Big Tent” framework that folds foreign regime-change techniques into domestic organizing.

Organizational structure:

• DemocracyAID / Democracy Renewal Group / Renew to Thrive (R2T) / Renew American Democracy (RAD): The ex-USAID planning cell. Roughly 200 volunteers; Instagram @friendsofUSAID. Their assigned role inside the larger network is the “day after”—sketching the rewritten governance once the crisis is manufactured or exploited.

• United Democracy Alliance (UDA): Hush-hush control plane that coordinates the “blocker” NGOs (Indivisible, 50501, No Kings, Democracy Funders and others). It decides protest timing, response, and deployment. Extremely selective about participants.

• NSL4A and Horizons Project: The military/intel operational layer and the doctrinal layer.

The street-level participants rarely see the full picture. They receive one puzzle piece and are told it is organic resistance. The coordinating layer holds the strategy.

How the Sequence Works

1. Internal noncooperation and sabotage. Workshops begin with coffee breaks and letter-writing, then scale. The CIA sabotage manual is shared with people still inside government. The stated aim is a general strike or mass noncooperation if the administration “escalates.”

2. Provoke a federal response. Flood streets nationwide. Claim military abuses. Media amplifies. Blue-state governors refuse troops or federal authority. In their language this is defending “peace and deeper democracy.” In operational terms it is the trigger that lets them declare the constitutional government illegitimate. Invocation of the Insurrection Act against “peaceful” protesters is treated as a prime red line in their documents.

3. Declare illegitimacy and install “structural reform.” Strategy documents prepare for Insurrection Act scenarios or an “election meltdown.” The end state is structural reform—constituent assemblies, sidelining elements of the existing constitutional architecture, and the transfer of legitimacy to governors and the NGO network. Governors need not sign a formal pact; simply refusing federal authority while the coordinated NGOs operate produces the same result. Some materials discuss proportional representation and eliminating the Senate.

4. Import the foreign playbook. July 2026 sessions brought in actors experienced in “international community-assisted transitions.” Their recommendations (situation rooms, poll observers, prebunking, paired litigation and street mobilization, tabletop exercises) were then mirrored in domestic preparations. The same people who once ran this sequence abroad are now running it on American midterms and treating the United States as a target country.

The Money and What They Already Got Away With

USAID functioned for years as a staging ground and jobs program for this ecosystem. Washington Examiner reporting identified more than 100 USAID alumni in positions at Open Society Foundations, Arabella Advisors-linked entities, the DNC, Center for American Progress, Planned Parenthood, and the Rockefeller Foundation (led by former USAID Administrator Rajiv Shah).

Documented fraud is not abstract:

• A decade-long bribery scheme in which a USAID contracting officer and company executives steered more than $550 million in contracts; guilty pleas and corporate admissions of criminal liability, with penalties exceeding $138 million.

• Ongoing OIG investigations into kickbacks, payroll fraud, falsified contracts, diversions, embezzlement, and sexual exploitation across multiple countries. Semiannual reports list hundreds of open matters, prosecutorial referrals, suspensions, and debarments. The current administration has continued the cleanup.

Taxpayers funded the training, the networks, and the revolving door. When the agency was dismantled, the cadre simply redeployed the same vocabulary and tactics domestically and plugged into the existing foundation-NGO apparatus.

The Intent

They are not defending elections or the rule of law. They are defending a professional class’s ability to override the constitutional republic whenever voters or elected officials reject its preferred outcomes. “Democracy” is the branding that makes the override sound legitimate. The recordings, strategy documents, workshop curricula, and public statements are consistent on the method and the end state.

Accountability requires the archive in the hands of investigators, sworn testimony from the UDA, RAD, and NSL4A principals, and the permanent severance of public and foundation money from this ecosystem. Minnesota and the rest of the country have already seen the local effects—coordinated street actions, election-integrity fights, and the grift that follows. The national network supplies the doctrine, the training, and the coordination. The constitutional republic does not require their permission to continue existing.
