Executive Warning
Minnesota faces an active influence, intimidation, and extraction operation linked to organizations with documented ties to the Muslim Brotherhood’s U.S. network. This operation uses civil-rights branding, progressive faith partnerships, graphic targeting of critics, and large-scale fraud against state and federal programs to advance political power, shield incompatible ideologies, and transfer resources. The 2018 CAIR-Minnesota/ISAIAH report “Minnesota’s Anti-Muslim Propaganda Mill,” including its cover imagery, is one concrete example of intimidation tactics. Decades of industrial-scale fraud across agencies—most visibly in child nutrition, childcare, autism services, housing, and Medicaid—was not an accident or isolated opportunism. It was enabled by agencies that lowered scrutiny, progressive partners who sold a lie of seamless multicultural integration, and networks that openly pursue settlement and parallel structures. Non-Muslim progressive partners function as useful idiots whose soft bigotry and arrogance sustain the project. Public awareness and accountability are required to protect ordered liberty, honest elections, the producer economy, and the vulnerable.
Documented Origins and Structure
The Muslim Brotherhood’s 1991 “Explanatory Memorandum,” recovered by the FBI and entered in the Holy Land Foundation trial, states the strategic goal in plain language: a “Civilization-Jihadist Process” of settlement that works to eliminate Western civilization from within and sabotage its institutions so that Islamic law becomes victorious. CAIR was founded in 1994 by Omar Ahmad and Nihad Awad, both senior figures in the U.S. Brotherhood’s Palestine Committee—the original Hamas support infrastructure. Wiretap evidence from the 1993 Philadelphia meeting shows planning for a public-facing organization that would not appear linked to Hamas. CAIR remains an unindicted co-conspirator in the Holy Land Foundation case, the largest terrorism-financing prosecution in U.S. history. Five defendants were convicted of funneling more than $12 million to Hamas.
Texas and Florida have designated CAIR and the Muslim Brotherhood as foreign terrorist and transnational criminal organizations under state law. In January 2026 the U.S. Treasury designated the Egyptian and Jordanian Brotherhood branches as Specially Designated Global Terrorists for material support to Hamas. A retired FBI agent who led the Holy Land investigation testified before the Senate in 2026 that the domestic network survived the trial and that CAIR’s function was to protect and advance it.
Minnesota Operations
CAIR-Minnesota, led by Executive Director Jaylani Hussein, serves as the local public face. Hussein has refused to denounce Hamas and the Muslim Brotherhood when directly questioned. The organization maintains a formal partnership with ISAIAH, a progressive faith-based network whose stated mission includes building “a multiracial democracy, caring economy, and thriving planet.” ISAIAH’s Muslim Coalition has incorporated dozens of mosques and works with the Muslim American Society of Minnesota (MAS-MN). Federal prosecutors have described the Muslim American Society as the overt arm of the Muslim Brotherhood in America.
MAS-MN Executive Director Imam Asad Zaman was publicly praised by Governor Tim Walz as a “master teacher” and spoke at Walz’s 2019 inauguration. Zaman has a documented record of sharing Hamas materials, antisemitic content, and a neo-Nazi film praising Hitler. In 2018 he conducted caucus training sessions for ISAIAH inside mosques to prepare “faith delegates” for party conventions. These partnerships convert religious institutions into political recruitment and GOTV machinery while shielding the underlying ideology from ordinary scrutiny.
Industrial-Scale Fraud as Feature, Not Bug
Minnesota’s social-service agencies have been systematically exploited for decades at industrial scale. Warnings about childcare assistance fraud date to at least 2018, when investigators and a Legislative Auditor review documented pervasive improper billing, with estimates of tens of millions and allegations of diversion toward overseas networks. The Feeding Our Future scheme, which federal prosecutors describe as the largest COVID-19 relief fraud charged in the country, diverted roughly $250–300 million (with some estimates higher) intended for children’s meals. Dozens of defendants—predominantly of Somali descent—have been charged or convicted; the non-Somali ringleader, Aimee Bock, was sentenced to more than 41 years. Related schemes in autism services (EIDBI), housing stabilization, and other Medicaid programs have produced additional charges and convictions involving shell companies, kickbacks to parents, fictitious services, and luxury spending or overseas transfers. Federal prosecutors have stated that more than $1 billion has been stolen across the schemes under investigation; one former acting U.S. Attorney estimated that half or more of $18 billion spent on 14 vulnerable Medicaid programs over six years may have been lost to fraud.
This was not accidental. Agencies expanded programs with weak verification, faced intimidation or lawsuit threats when they tried to tighten controls, and operated under political pressure not to scrutinize patterns concentrated in specific communities. CAIR-Minnesota and allied voices have consistently reframed scrutiny as “Islamophobia,” “Israel First” targeting, or collective stigmatization rather than addressing the scale of theft from programs meant for the vulnerable. The proceeds funded lifestyles, real estate, and international transfers while the networks retained political leverage inside the DFL apparatus. Minnesotans were sold a lie: that high-volume refugee resettlement into parallel structures, combined with expansive welfare access and reduced oversight in the name of equity, would produce only net benefits. The documented outcome is extraction that subsidizes the very settlement and organizational capture described in Brotherhood strategic documents.
The 2018 Report and Visual Targeting
The joint CAIR-Minnesota/ISAIAH report “Minnesota’s Anti-Muslim Propaganda Mill” identified the Center of the American Experiment, Freedom Club, and individual critics—including AJ Kern—as a coordinated “hate” network financed by business interests. Standard positions on refugee policy, school choice, election integrity, and union reform were reframed as propaganda. The document’s purpose was to render criticism of political Islam radioactive, protect progressive electoral gains, and deflect examination of fraud.
The cover design is itself evidence of the method. Multiple portraits of known public critics appear with black bars drawn across the eyes. Colored geometric blocks in yellow, purple, orange, blue, green, and red overlay the images, creating a collage that frames the subjects as fragments of a surrounding network. Red bars appear under or across several portraits. AJ Kern has stated that an interior photograph in the report shows her face with a red line drawn across the neck. These choices are not neutral design. Black bars dehumanize while still allowing recognition, converting identifiable citizens into faceless operators. Red accents and the neck-line treatment function as target imagery. The composition places the faces around a bold title that declares the conclusion before any evidence is presented. The result is a visual hit list that signals monitoring and opposition. Groups that demand speech protections for themselves employed classic propaganda techniques of dehumanization and implied threat against their opponents.
Useful Idiots and Soft Bigotry
Non-Muslim progressive partners—churches, organizers, and political allies inside ISAIAH and related coalitions—are not passive bystanders. They exhibit soft bigotry of low expectations combined with institutional arrogance. They treat Islamist organizations as interchangeable “marginalized” partners whose stated long-term program of subordinating the Constitution to Islamic law can be ignored because the partnership advances short-term progressive goals against Republicans, traditional institutions, and critics of fraud. They label examination of doctrine, parallel societies, the Brotherhood’s own documents, or the documented pattern of agency-level theft as “hate,” while remaining silent or defensive when the same networks deflect large-scale fraud as mere Islamophobia. Hosting an imam who has shared Hitler-adjacent material and calling it interfaith, training caucus delegates inside mosques and calling it civic engagement, or expanding programs while ignoring repeated fraud warnings, reflects narcissism that prioritizes self-image over consequences. These enablers calculated that temporary political utility outweighed the risk of gradual institutional capture and resource extraction. That calculation has already produced measurable results in Minnesota elections, policy, agency performance, and public discourse.
Current Indicators
No public evidence shows an imminent, centrally directed kinetic attack by Brotherhood leadership inside Minnesota. What is documented is a mature influence and extraction architecture: electoral organization, curriculum pressure, fraud deflection, and continued radicalization indicators. In early October 2026 the FBI arrested 18-year-old Sheikhdoon Abdullahi Mohamud, a Somali-American, for plotting a mass-casualty attack at the Mall of America. He sought an assault rifle and hundreds of rounds, stated an intent to kill dozens because the mall was “owned by Jewish,” and referenced recent attacks on Jews. Minnesota has a multi-year record of Somali youth recruitment by Al-Shabaab and related groups. CAIR-Minnesota has a history of criticizing or impeding counterterrorism efforts aimed at that radicalization. Fraud networks, voter-roll anomalies, and political intimidation are consistent features of the settlement strategy described in 1991, not isolated anomalies.
Public Warning and Required Response
Minnesota was built by farmers, veterans, tradesmen, and church people under a constitutional republic that prioritizes ordered liberty, strong families, honest elections, and a producer economy. That order is incompatible with any program—openly stated in Brotherhood documents—that seeks to replace it with Islamic law or to use progressive alliances and expansive welfare as cover for extraction and parallel structures. Citizens, local officials, and faith leaders should treat CAIR-Minnesota, its ISAIAH partnership, and MAS-MN as organizations requiring continuous scrutiny rather than privileged partners. Demand full transparency on foreign ties, funding, and political activity. Reject visual and rhetorical intimidation of critics. Refuse the soft bigotry that excuses incompatible ideology and industrial fraud in exchange for short-term votes or grants. Support election integrity, rigorous fraud prosecutions, agency audits, and school choice without apology. The guilty sweat when the receipts are public; the public must keep the receipts in view.
