They Mean What They Published: Dual Messaging and Foreign Ethnic Shielding of Minnesota Investigations

Public Warning and Intelligence Alert

From: Phillip C. Parrish, Intelligence Cell Lead / Operation Shadow Hunt, and team

To: The public, Minnesota state officials, and federal authorities (FBI, HSI, DOJ, relevant congressional committees)

Date: 25 October 2026

Subject: Open-source indicators of dual-audience messaging, foreign ethnic solidarity appeals, and coordinated framing around Rep. Ilhan Omar amid active federal investigations

This is a direct warning. The public record shows a pattern of dual messaging and ethnic shielding that treats U.S. law enforcement actions as attacks on a group rather than case-specific accountability. They published the words. We are putting them on the record for officials and the public.

Core public facts (verified)

On or about 23 October 2026, Rep. Ilhan Omar posted a short video of herself and her husband walking on a Minnesota lakeside dock. English caption: “Less scrolling, more strolling. Enjoying our beautiful Minnesota lakes.” The audio is the Somali track “Nimaan Ciilayba Icaaya” by Ilkacase Qays featuring Hodan Abdirahman.

A certified English translation commissioned by the Washington Free Beacon (and aligned with Genius lyrics and Somali-speaker commentary) includes language about the Almighty giving strength, teaching a lesson by evening so the target will “suffer and cry in seething” and “scream like a demon,” no enemy daring to threaten, enemies dying of seething, “we are the ones who rule this land,” and explicit lines about punishing, planting resentment, subjugating, and humiliating. Omar has prior public footage dancing and singing the same track with the artists. Qays is a Minneapolis-based artist who has publicly endorsed local candidates (including Jacob Frey) and received a City of Minneapolis proclamation day.

Days later, Somalia’s Defense Minister Ahmed Moallim Fiqi, speaking from Mogadishu, addressed Somalis living in the United States. Reported quotes (Horn Diplomat and others): he wanted to send a message about “our sister Ilhan Omar” facing a “serious campaign of hostility” and left to fight alone; she is courageous; they share ethnicity, blood, and religion; she is “one of our own”; the reason she is targeted by “Trump and his team” is because she comes from Somalia. He urged Somali Americans (including Trump supporters) to stand by her despite political differences. Documented translations show ethnic-solidarity and “stand by her” framing. They do not contain an explicit order for violence.

Additional public indicators of aligned messaging

• Local Minnesota solidarity events: After the 12 October federal search of Omar’s D.C. home (warrant, phone seized, family interviews including sister Sahra Noor, court filings referencing “Ilhan Nur Said Elmi, a/k/a Ilhan Abdullahi Omar”), Minneapolis held “We Stand With Ilhan” rallies (Powderhorn Park and others). State Sen. Zaynab Mohamed called the search “political retribution” and described Omar as representing “what every Somali American can be.” Minneapolis City Council Vice President Jamal Osman stated that “Somalis — we all feel attacked.” Speakers and coverage framed the warrant as an attack on the community and urged turnout.

• Community and media framing: Sahan Journal and other outlets reported Somali Minnesotans describing the raid, related fraud cases, gang activity, and official statements as collective scrutiny and scapegoating. CAIR Minnesota figures have participated in the public discussion of the probes.

• Artist political footprint: Ilkacase Qays has used his platform for local political endorsements. Minneapolis officials issued a proclamation day for him. Omar’s repeated public association with the track and the artists is documented.

• Broader pattern: The same ethnic-protection narrative has appeared around documented Minnesota fraud cases (hundreds of millions in social-services fraud with heavy Somali participation) and the ongoing federal investigation into Omar’s immigration paperwork and finances. Investigations are publicly recast as identity-based attacks rather than applications of law.

These are open-source facts. The dual presentation (innocuous English caption and visuals for general audiences; aggressive Somali-language content for the base) and the foreign defense minister’s blood-and-heritage appeal sit inside that pattern.

Warning

This is not soft language or cultural misunderstanding. A sitting member of Congress selected and published a track whose translated content is about punishing and ruling over enemies. A foreign defense minister told the U.S. diaspora she is “one of our own” to be stood with on blood and ethnicity grounds while U.S. investigations are underway. Local elected officials and community events have echoed the framing that legitimate warrants and probes are retribution against the group.

They mean what they published. Parallel ethnic loyalty and dual-audience signaling raise the cost of accountability for documented fraud and immigration questions in Minnesota.

Action for officials: Forward this open-source package to the active federal investigation teams (FBI/HSI/DOJ), relevant congressional oversight, and Minnesota state authorities handling parallel fraud and election-integrity matters. No new collection is required—the video, the translation, the minister’s remarks, and the local statements are already public.

The public has the same information. Minnesota is a constitutional republic. Law applies to everyone.
