Classification: Public
Originator: Phillip C. Parrish, Operation Shadow Hunt
Purpose: Document the open-source threat picture in Minnesota ahead of the November election, for citizens, law enforcement, and any federal authority that intends to enforce the law. This is a record. It is not a call to private violence.
Key judgments
- Two criminal files are active and public: Somali gang sets (about twelve, about three hundred people, fourteen dead, more than a hundred shootings in two years by the Ramsey County sheriff’s count) and large-scale public-program fraud (Feeding Our Future and related cases, about a quarter of a billion dollars, eighty charged).
- A third file is institutional. Clan, customary law (xeer), and a creed that does not yield traveled with the diaspora. Leadership and legacy media are running a coordinated un-naming campaign so the first two files cannot be said out loud.
- The state attorney general’s public posture is litigation against federal enforcement, plus a 7 October 2026 statement that if “they” try to take “our vote” away, people should be in the street and he will be out there with them. That is pre-positioning. It is still not a documented order to shoot. Treat the words as the signal. Do not invent the trigger pull.
- Preparedness is documentation, preservation, lawful reporting, and support for agencies that will charge the set and cut the money. It is not a street militia.
The gang file
Ramsey County Sheriff Bob Fletcher, 2026: twelve Somali sets under the state test (three or more people, a name or a sign, a pattern of crime). About three hundred people out of a population he placed near one hundred thousand. Fourteen killings. More than one hundred shootings in two years. A documented road to sets in Ohio.
Named sets already in police reporting and court files: Somali Outlaws, Somali Mafia, Lady Outlaws, 1627 Boys, Hot Boyz, Madhiban With Attitude, Muddy, The Ville (also Burnsville Kids or Villains).
On 5 August 2026 Attorney General Keith Ellison and Ramsey County Attorney John Choi sued Muddy and The Ville to stop a posted battle at the State Fair. The Ville file is 62-CV-26-5545. A judge found three men who would not sign the stay-away are Muddy members: Nasrudin Abdirashid Warsame, Bilal Abdi Farah, and Mustafe Yusuf Omar.
Recent nodes. Eden Prairie High School, 3 October, gang-related, two Somali males, 17 and 18, from St. Paul, not students. Bloomington, overnight into 6 October, more than one hundred rounds, handguns on a security camera, police calling it Somali gang retaliation. Chief Booker Hodges: two-parent homes, $3,500 rent, Beamers and Mercedes.
Separate federal file, unsealed 7 October: Sheikhdoon Abdullahi Mohamud, 18, born in the United States to Somali parents, charged with knowingly receiving a Norinco AK-47 and about 200 rounds from an undercover for a planned ISIS attack at the Mall of America. Not a Muddy or Ville caption. Do not merge the files.
The fraud file
Feeding Our Future and related cases. About a quarter of a billion dollars. Eighty charged. On 1 October 2026 Abdi Nur Salah, a former senior policy aide to the mayor of Minneapolis, was sentenced to thirty-three months for about $1.66 million. New American Development Center, led by Asad Aliweyd, was ordered to repay $1.1 million in fraudulent meal claims. He has not been charged. He then briefed the press that the shootings are a youth and gun problem, not a Somali problem.
Cash. Just the News reported in January 2026 that TSA had flagged large declared cash loads leaving Minneapolis, couriers of Somali descent, Columbus as a collection point, Dubai as the route. Reported. Not a verdict. The 2010 federal indictment already ran girls between Minneapolis, Columbus, and Nashville under the Somali Outlaws, Somali Mafia, and Lady Outlaws.
The institution
Clan is the sort. Xeer is the law that answers injury with the group and will not give up the cousin. The creed filled the wreckage after 1991. From about 2007 to 2009 more than twenty young men left Minneapolis for al-Shabaab. Shirwa Ahmed of Minneapolis detonated in Somalia in October 2008. Female genital mutilation sits near 98 percent of women in Somalia. Minnesota has a felony statute and, as of early 2026 reporting, zero prosecutions. Abdi Iftin, on Will Cain, 11 December 2025: first question on arrival was the tribe. Told to take Section 8 and the benefits. Backlash for the word integrate.
Three hundred do not speak for one hundred thousand as defendants. They indicate the institution. Charge the set, not the clan label.
The un-naming campaign
This is coordinated messaging, on the record this week.
Imam Hassan Jama, WCCO: stop calling the whole Somali youth Somali gangs. Naming ethnicity degrades and defames. A crime is just a crime.
Imam Yusuf Abdulle: there is no Somali gang. These kids are Americans. It is a Minnesota problem. It is an American problem. It is not a Somali problem. Then social media and the abundance of guns.
Asad Aliweyd: not a Somali problem. Youth violence and gun violence. Address it together.
Abdirahman Abdi, Edina city meeting: not all of them were Somali youth. Do not mention the Somali name every time something happens. KARE chyron: concerns over stereotyping.
Mayor Jim Hovland, 8 October: concentrate on conduct, not culture, not ethnicity, not religion, not country of origin. Regional task force. Dialogue with Somali leaders.
Governor Tim Walz, on the president’s post: deranged. Star Tribune headline: “Trump makes more inflammatory comments.” The shootings and the Mall of America complaint appear as context. Fraud does not appear. CAIR’s security call and the tone of the post lead.
Senator Amy Klobuchar, Lieutenant Governor Peggy Flanagan, Secretary of State Steve Simon, and Ellison have spent the cycle in the same frame: the naming is the threat, the pattern is a smear, federal enforcement is the danger. That is the protection racket. It is messaging. It is also the environment in which a witness goes quiet and a set keeps its Mercedes.
Ellison’s actual signal
Grade this. Do not inflate it. Do not soften it either.
On 12 January 2026 Ellison, with Minneapolis and St. Paul, sued DHS to halt Operation Metro Surge. He called thousands of armed federal agents a federal invasion, alleged racial profiling and terrorizing, and asked for a restraining order. In September 2026, on the prospect of ICE at polling places, he called it the stuff of authoritarianism and dictatorship and said his office is ready to be in court on a moment’s notice to defend the state’s control of elections.
On 7 October 2026, on the Dean Obeidallah Show, the signal left the courtroom. The host asked whether people would need to take to the streets in major ways if efforts succeeded in preventing Democrats from being seated or interfering with results. Ellison, speaking as attorney general, said “Yes.” He affirmed peaceful protest, then said: “But if they try to take our vote away, we should absolutely be in the street and I’ll be right out there with everybody else as long as I’m not sitting in a courtroom.” He told the audience to be ready to protest and take to the streets. Circulating clips from the same appearance include the lines that Republicans “mean it” and that supporters should “be ready to get your dukes up.”
“They” is the administration, Republican officials, and anyone enforcing citizenship rules, cleaning rolls, or questioning a result. “Our” is his side. A sitting chief law enforcement officer, weeks before an election, just told a progressive audience that street action is the response if the count goes the wrong way, and that he will be in it unless he is in a hearing. That is pre-positioning. It lowers the threshold. It gives political cover. It is not, on the tape, an order to shoot citizens or federal officers. Write what he said. The 2020 precedent, under the same party’s watch, is the reason the sentence matters: riot, arson, a precinct burned, on the order of $500 million in damage. A man who prosecuted the aftermath does not get to preview the next street and call it the First Amendment.
Watch the lawsuits. Watch whether “dukes up” and “in the street” stay metaphor. Preserve the clip. Do not invent a trigger he has not pulled. Do not pretend he did not say it.
Funding
Public programs are the pipe. Daycare, meals, housing assistance, Medicaid. The $8 billion “impact” figure is an IMPLAN multiplier on about $500 million in household income and a $28,500 median. It does not net transfers, fraud, remittances, or the cost of the sets. Provider numbers, housing subsidies, and cash declarations matched to the three hundred, not to the hundred thousand, are the financial-crimes lead. Hodges already gave the tell: two-parent home, high rent, German car.
Laws already in play
State gang statute, the test Fletcher used. Public-nuisance injunctions, the Muddy and Ville captions, Minn. Stat. 617.91–.97. Fraud statutes, state and federal, already producing sentences. Female genital mutilation, a Minnesota felony with zero prosecutions. Sex trafficking, the 2010 indictment. Material support and receiving a firearm for a federal crime of terrorism, the Mall of America complaint. Election statutes, if the secretary’s office and the rolls are the next file. None of this requires a new theory. It requires charging what is already named.
Call for preparedness
Document. Screenshot the posts, the chyrons, the lawsuits, the sentences, and the 7 October clip. Time, platform, speaker. “In the street.” “Dukes up.” “I’ll be right out there.” The un-naming campaign and the street preview are evidence of consciousness, not of confusion.
Preserve. Public posts advertising a battle, a set name, a clan slight, a benefit pitch. Do not build a private hit list. Do not dox a family. Hand the set names already on a caption to the agencies that can act.
Report. Fraud tips to the federal and state fraud units that are already charging. Gang tips to the sheriffs who have already counted. Terrorism tips to the FBI that just charged the Mall of America case. Election irregularities to the record, not to a rumor.
Support lawful intervention. Federal enforcement of immigration, fraud, and terrorism statutes is not an invasion because a governor dislikes it. A state that sues to stop the enforcement, while its attorney general has already sued the gangs and its press calls the naming inflammatory, has chosen the cover. Citizens do not replace the agents. Citizens stop being the audience for the cover.
After November the same files will still be open. A task force that may not say culture, ethnicity, religion, or country of origin will not close them. Charge the set. Cut the money. Protect the one who leaves. Name the institution. The preparedness is the record, kept clean enough that a prosecutor can use it.
