Minnesota is not facing isolated scandals. It is facing a designed system that treated federal benefit programs as open cash drawers. The docket between this state and Washington now contains roughly forty discrete actions. A clear subset of those actions was written by one word: fraud.

The Fraud Instruments

Executive Order 14395 (16 March 2026) established the Task Force to Eliminate Fraud, chaired by the Vice President. Its first section states the problem in plain language: “The staggering fraud and waste in Minnesota alone is a case in point.”

The instruments that followed are specific:

• January 2026 HHS freeze of child-care, TANF, and social-services funds in five states, Minnesota among them.

• USDA suspension of just over $129 million and the demand for payment justifications for every federal dollar since 20 January 2025.

• December 2025 SNAP recertification order covering four counties and roughly 45 percent of the caseload.

• Three CMS deferrals (February, April, July) totaling approximately $550 million, held pending documentation on high-risk providers and service categories. Minnesota’s own Department of Human Services page confirms the total. The state’s suit challenging the deferrals (Minnesota v. Oz) lost its preliminary injunction on 6 April because a deferral is not final agency action; the case was jointly stayed, with the next notice due 4 January 2027.

• June 2026 referral by the Vice President of the House Oversight majority report on the Governor and Attorney General to the Department of Justice.

• DOJ suit for five years of SNAP applicant data.

• On 30 October 2026 the Justice Department stated publicly that “Minnesota is the epicenter for fraud in America,” citing eight charged, three convicted, two sentenced, and roughly $29 million newly charged in a thirty-day surge.

Where the federal government simply withheld money Congress had appropriated, courts returned it. Where the federal government used its own regulation to hold the money until the State produced documents, the court said produce the documents. The instrument that has held is the demand for paper.

The Design That Let It Run

The Office of the Legislative Auditor found in June 2024 that the Minnesota Department of Education “inappropriately asked Feeding Our Future to investigate complaints about itself” and that its “inadequate oversight of Feeding Our Future created opportunities for fraud.”

The House Oversight majority staff report concluded that flags stopped because of “fear of accusations of discrimination, not legal or regulatory barriers.” The State’s hiring statute (Minn. Stat. §43A.191) requires a hiring supervisor to justify an offer to a non-underrepresented candidate; the United States has sued over it. The duty-to-report statute (Minn. Stat. §609.456) did not contain the word “fraud” while Feeding Our Future ran. The Legislature inserted the word in 2026, effective 1 January 2027, and attached no penalty. The Inspector General created in the same chapter has until 1 September 2027 to become fully operational.

The Attorney General’s office has challenged the current administration in court more than 75 times since January 2025. Minnesota built a plaintiff’s office before it built an inspector general. Prosecutions of the actual defendants have been federal. Feeding Our Future alone: $250 million, dozens charged and sentenced, the central organizer receiving thirty years. The design that allowed them to operate was the State’s.

Election Integrity Instruments Already in Place

The same architecture that failed on benefit programs has failed on the ballot. Three things are already written and remain in force:

1. Executive Order 13848 (12 September 2018), continued annually and still in effect. It requires the Director of National Intelligence to assess foreign interference within 45 days of a federal election. The national emergency has been continued through September 2027.

2. The reporting clause of that order has been triggered.

3. Findings and notices have been issued to election administrators. U.S. Cyber Command, working with NSA, is in the defend-forward posture. The Department of War has the final say on foreign networks and infrastructure used to enable interference. Noncompliance with security grants, paper-trail failures, and the refusal to treat election systems as critical infrastructure are being documented in real time.

Forty-five days after the election a report returns to the Commander in Chief. Binding words have already been spoken. The paper is the problem, and the paper is now in hands that are not limited to writing more complaints.

What Comes Next

The next joint notice in the CMS deferral litigation is due 4 January 2027. The fraud-reporting statute acquires the word “fraud” on 1 January 2027. The Inspector General is not fully operational until September 2027. The 45-day post-election assessment window under EO 13848 will close in the same season.

We left out waste and abuse. We are not leaving out the next forty-five days.

Warning to the Public

Minnesota’s producers—farmers, veterans, small-business owners, and families who pay the bills—have watched federal dollars intended for children, the disabled, and the hungry disappear into shell companies, luxury cars, and overseas transfers while the agencies responsible wrote memos instead of stop-payment orders. The same agencies that asked a fraudster to investigate itself are the ones administering the voter rolls and the machines.

The instruments now in place are not secret. They are public orders, public deferrals, public referrals, and a public cyber posture. What remains is whether the people of this state will demand the paper, or continue to accept the explanation that the only problem is the people asking for it.

This Cell will continue to publish the count, the statutes, and the calendar. The vision is simple: a Minnesota where the money feeds the hungry instead of the connected, where the ballot is counted once, and where the rule of law is not a suggestion issued by the same offices that failed to stop the theft.
