A Beacon of Courage: Indigenous Tribunal’s Bold Declaration on COVID Vaccines – A Call for Minnesota to Demand Accountability

By Phillip C. Parrish, Candidate for Governor of Minnesota in 2026

As a retired U.S. Navy Lieutenant Commander, a farmer who knows the value of hard work and truth, and a lifelong servant leader committed to putting Minnesota families first, I’ve spent years exposing fraud and fighting for transparency in our government. From whistleblowing on massive scams in our refugee programs to calling out waste in state agencies, my message has always been clear: right versus wrong, not left versus right. Today, I stand in awe of a profound act of courage from an unexpected quarter – the Alliance of Indigenous Nations (A.I.N.) International Tribunal. Their October 8, 2025, Order and Declaration is a historic milestone, classifying COVID-19 mRNA nanoparticle injections as biological and technological weapons of mass destruction. This isn’t just a ruling; it’s a clarion call for justice that every Minnesotan must heed.

Let me be direct: the A.I.N. Tribunal, a sovereign body of Indigenous judges from every continent, has done what so many governments and institutions have failed to do – confront uncomfortable truths with unflinching resolve. Drawing from hundreds of pages of scientific evidence, legal briefs, and affidavits from experts like cardiologist Dr. Andrew Zywiec and molecular virologist David J. Speicher, the tribunal meticulously reviewed the data. Their finding? These injections – rolled out under mandates and coercion – meet the precise criteria of weapons designed for mass harm, violating sacred principles of informed consent and human dignity. In a world where trust in public health has eroded, this declaration restores a measure of hope by affirming that truth, no matter how suppressed, will surface.

I praise the A.I.N. Tribunal and the brave Indigenous nations behind it with the deepest appreciation. In the face of global powers that silenced dissent and dismissed injuries as “coincidences,” these guardians of Turtle Island (our shared North American homeland) have reclaimed sovereignty not just for their people, but for all humanity. Their courage echoes the unyielding spirit of those who stood against tyranny throughout history – from the original treaty-makers who defended their lands to modern whistleblowers risking everything for the vulnerable. As someone who faced death threats for exposing fraud in Minnesota’s daycare systems, I know the cost of speaking truth to power. The tribunal’s work honors that sacrifice, reminding us that servant leadership means protecting the least among us, especially our children and elders, from hidden dangers.

At the heart of this declaration are findings grounded in ironclad law and science, demanding our attention:

Classification as Weapons of Mass Destruction: The tribunal declares that COVID-19 mRNA nanoparticle injections are “biological and technological weapons” under the U.S. Biological Weapons Anti-Terrorism Act of 1989 (18 U.S.C. § 175). This federal statute prohibits the development, production, or possession of biological agents or toxins intended for use as weapons, with penalties up to life imprisonment. The injections’ nanoparticle delivery systems, capable of genetic modification and immune disruption, fit this definition squarely, as evidenced by studies showing spike protein toxicity and DNA contamination.

Alignment with State and International Standards: Echoing Florida’s Weapons and Firearms Statute (§ 790.166, 2023), which bans the possession or deployment of biological weapons, the ruling highlights how these injections evade traditional safeguards. On the global stage, it invokes Canada’s Biological and Toxin Weapons Convention Implementation Act (S.C. 2004, c. 15) and the International Biological Weapons Convention (1972), ratified by over 180 nations including the U.S. and Canada. These treaties ban the development and stockpiling of microbial agents for hostile purposes – criteria the tribunal says the injections fulfill through their potential for widespread, irreversible harm.

Immediate Worldwide Effect: Issued under the Great Seal of the A.I.N. Tribunal and certified as authentic, this order calls for an immediate global halt to distribution, full investigations into harms, and accountability for those who profited from deception. It’s the first international body to make this classification, building on precedents like Minnesota’s own HF3219 (2025), which eyes mRNA products through a similar lens.

For Minnesotans, this isn’t abstract – it’s personal. Our state saw over 10,000 reported vaccine injuries through VAERS, with Indigenous communities bearing disproportionate burdens due to historical mistrust and lower uptake rates. As Governor, I pledge to champion independent audits of public health programs, strengthen whistleblower protections, and ensure no Minnesotan faces coercion for medical choices again. We’ve already made strides in exposing fraud in programs like Feeding Our Future; now, let’s extend that transparency to vaccines, holding agencies accountable under statutes like 18 U.S.C. § 175 to recover funds wasted on unproven mandates.

This declaration isn’t the end – it’s the beginning of a reckoning. It urges us to question narratives that divide us and harms us, fostering unity through unvarnished truth. To the A.I.N. Tribunal: thank you for your fearless leadership. You’ve lit a path for the rest of us to follow.
