It substantiates my Racketeer Influenced and Corrupt Organizations Act (RICO) referral with verifiable public evidence, linking the October 29, 2025, Optum contract to broader systemic fraud patterns identified during my active duty at Joint Task Force-National Capital Region (JTF-NCR) in 2016–2017.

Executive Summary

Governor Tim Walz’s $2.3 million contract to Optum—a subsidiary of UnitedHealth Group (UHG) currently under active Department of Justice (DOJ) criminal investigation for Medicare/Medicaid fraud—represents a conflict of interest and potential misuse of federal funds. This contract mirrors the organized fraud model documented in my 2016–2017 JTF-NCR reporting: ghost billing, fraudulent entities, and kickbacks enabled by career bureaucrats at county and state levels across Child Care Assistance Program (CCAP) daycare overbilling, adult care/home health inflated claims, Housing Stabilization Services (HSS) ghost clients, assisted living kickbacks, and Medicaid overbilling—all facilitated by the hawala informal money transfer system that diverted funds overseas. UHG-linked political contributions to Senators Klobuchar and Smith, combined with UHG’s history of fines and ongoing investigations, satisfy RICO predicates. Federal indictments and comprehensive audits are required to address this enterprise.

Verified Claims and Evidence

Assertions in my October 29, 2025, public statement are supported by public records, with direct ties to patterns from my active duty intelligence work:

Walz’s Optum Contract: On October 29, 2025, Governor Walz awarded Optum a $2.3 million contract to audit billing for 14 high-risk Medicaid services (including autism and housing stabilization), with payments paused up to 90 days. Optum reviewed approximately 80,000 claims by December 2025. Selection of Optum raises concerns given UHG’s fraud history. This replicates the ghost billing model observed in 2017 CCAP fraud (e.g., Fozia Ali overbilled for nonexistent children, resulting in $1.5 million restitution), where county-level approvers overlooked discrepancies.

UHG/Optum DOJ Investigations and Fines: UHG is subject to an ongoing DOJ criminal investigation (initiated 2024, expanded 2025) into Medicare Advantage overbilling and Optum practices, with UHG confirming cooperation. UHG has paid billions in historical fines for Medicaid/Medicare fraud and kickbacks. A 2023 Minnesota class action lawsuit against UHG for artificial intelligence-based denials of post-acute care (using the nH Predict algorithm) is proceeding. These practices parallel autism fraud under Early Intensive Developmental and Behavioral Intervention (EIDBI) services ($14 million scheme by Asha Farhan Hassan) and adult care/home health scams ($6 million kickbacks at Star Autism Center), enabled by Minnesota Department of Human Services (DHS) career staff approving unchecked claims.

Campaign Contributions from UHG: Senator Klobuchar received $77,273 career from UHG Political Action Committee (PAC). Senator Smith received comparable multi-cycle contributions. Governor Walz’s donor network shows overlaps with UHG executives and the health sector. Such contributions correlate with administrative inaction, as seen in the Feeding Our Future scandal (78 defendants, over $250 million in ghost meal claims), where DHS approved reimbursements despite warnings.

Hawala Pipeline and Suppression of Reporting: The common thread across these programs is the hawala informal money transfer system, which my JTF-NCR reporting documented as facilitating overseas diversion of fraud proceeds (estimated $100 million+ annually in cash outflows from Minneapolis-St. Paul International Airport (MSP)). Public reporting, including 2018 FOX 9 investigations, highlighted millions in undeclared cash departing MSP linked to daycare fraud. Financial institutions filed Suspicious Activity Reports (SARs) on these transactions, yet enforcement was limited during the Obama administration and Governor Mark Dayton era (2011–2019), when intelligence on Somali-linked networks and hawala outflows was suppressed or deprioritized despite clear indicators of money laundering. Committees should request all SARs related to MSP remittances, as well as law enforcement reports from Federal Bureau of Investigation (FBI), Department of Homeland Security (DHS), Transportation Security Administration (TSA), and Customs and Border Protection (CBP) on money movements and systematic remittance issues that enabled stolen funds to leave Minnesota and the United States.

RICO Framework and Prosecution Roadmap

The described conduct satisfies RICO criteria under 18 U.S.C. § 1961: a pattern of racketeering activity (wire fraud, bribery, conspiracy) conducted through an enterprise (Walz administration, UHG/Optum, political enablers) affecting interstate commerce. Ties to broader fraud amplify the case, with consistent enablers: career government employees at county (e.g., Hennepin County approving fraudulent housing claims) and state (DHS/Minnesota Department of Education ignoring CCAP overbilling) levels, mirroring suppressed JTF-NCR intelligence on Somali networks and hawala outflows.

Immediate Steps Aligned with Hearing Objectives:

1. Federal RICO Indictment: Refer to DOJ Antitrust/Criminal Division; cite ongoing UHG investigation as predicate. Issue subpoenas for contract documents, donor records, and communications.

2. Congressional Demands: Chairman Comer – Subpoena Governor Walz, Senators Klobuchar and Smith for February 10 hearing; request classified JTF-NCR briefs and all SARs/law enforcement reports on MSP money movements and remittance issues.

3. State Action: Rep. Kristin Robbins, Rep. Walter Hudson, Rep. Marion Rarick – Initiate Minnesota Attorney General probe; freeze Optum contract pending independent review.

4. President Trump: Direct Secretary of War Pete Hegseth to declassify 2016–2017 JTF-NCR reports linking these networks.
