Executive Summary
Minnesota is not suffering from isolated “waste, fraud, and abuse.” It is the victim of a sophisticated, multi-decade racketeering enterprise—a DFL-machine syndicate of elected officials, fake-faith nonprofits, corporate enablers, shell LLCs, and street-level enforcers—that has systematically looted federal benefit programs and state taxpayers of billions through wire fraud, mail fraud, bank fraud, money laundering via hawalas, and, when necessary, murder to protect the cash flow.
My direct knowledge as a retired Navy intelligence officer (JTF-NCR, 2016–2017) who tracked these exact pipelines, combined with years of open-source corroboration, public indictments, SAR filings, and my prior Federal RICO referral (October 29, 2025), establishes a clear pattern of racketeering activity under 18 U.S.C. § 1961–1968. The enterprise uses illegal affirmative-action quotas, the Duluth Model’s fear-based family-court machinery, and “refugee humanitarianism” as both shield and pipeline.
Key losses documented:
• $250 million+ in CCAP daycare subsidies (ghost kids, phantom centers).
• $250–300 million Feeding Our Future ghost-meal scam (78 indicted, 57 convicted).
• $220 million in autism services fraud.
• $302 million in housing-stabilization overbilling.
• $9 billion+ in Medicaid ghost claims and improper payments since 2018.
• Daily hawala remittances and suitcase cash at MSP funding overseas luxury and terror networks (al-Shabaab and Somali warlords).
The June 14, 2025, assassination of DFL House Speaker Melissa Hortman (and husband Mark) by Vance Boelter—timed to her solo vote threatening MinnesotaCare freebies—fits the syndicate’s cleanup pattern. Bodies drop when insiders get too close to the Medicaid/daycare money machine.
This report ties my prior intelligence briefs, the “Thirty-Year Heist” exposé, RICO referral, and public records into one actionable map. The Task Force now has the predicate acts, the enterprise, and the intent. Time to indict, seize assets, and claw back every dime for the producers of this constitutional republic—not the parasites.
1. Whistleblower Credentials and Direct Knowledge
I served 21 years as a U.S. Navy Lieutenant Commander in intelligence and counterterrorism. In 2016–2017 at Joint Task Force-National Capital Region I personally tracked hawala pipelines, money couriers departing MSP, and ghost billing tied to Somali-linked networks in Minnesota’s daycare, adult-care, and housing programs. Those reports were suppressed.
In 2018 I publicly exposed the $250 million+ daycare fraud that federal prosecutors later confirmed. Since then I have published intelligence briefs, the October 2025 RICO referral against Governor Tim Walz and UnitedHealth/Optum enablers, and the “Thirty-Year Heist” series mapping the enterprise. Every claim below is backed by public indictments, court records, SAR data, CMS warnings, and my firsthand intelligence work.
2. The Criminal Enterprise – The Thirty-Year Heist
The syndicate was built in the 1980s–1990s by bipartisan “false heroes” who turned compassion into a revenue stream:
• Senator Hubert Humphrey (escalated Laos secret war → Hmong influx).
• Walter Mondale (1980 Refugee Act while arming Somali dictator).
• Republican Senator Rudy Boschwitz (Ethiopian airlifts).
VOLAG contractors (Lutheran Social Services and Catholic Charities—legally separate corporations with zero administrative or financial ties to actual churches, as proven in federal court) became per-head cash machines. Chain migration + no vetting = dependent populations funneled into fraud-friendly programs.
By the 1990s the DFL machine, nonprofit cutouts, shell LLCs tied to mosques/barbershops, and politically protected providers had perfected the model: flood the state with “refugees,” install illegal affirmative-action quotas (Minn. Stat. §43A.191) that shield incompetent grifters, and weaponize the Duluth Model (Ellen Pence, Michael Paymar, Coral McDonnell – 1977 Power & Control Wheel) to shred families and feed foster-mill revenue.
3. Specific Racketeering Schemes (Predicate Acts)
• Daycare / CCAP Fraud: Ghost kids, phantom centers, inflated rosters. Money couriers stuffed cash in suitcases at MSP; hawalas wired proceeds to al-Shabab and luxury overseas. My 2016 tracking + 2018 exposé confirmed $250M+ looted.
• Feeding Our Future / Child Nutrition: $250–300M ghost-meal scam. 78 defendants, 57 convictions. Direct tie to Ilhan Omar’s network.
• Medicaid / Optum Cover-Up: Walz awarded $2.3M contract (Oct 29, 2025) to Optum (UHG subsidiary under active DOJ probe). Result: 28-page heavily redacted “vulnerability assessment” hiding $1.7B+ in fraud across 14 services. Named enablers: DHS Commissioners Shireen Gandhi & Jodi Harpstead, Deputy John Connolly, UHG CEO Andrew Witty, Optum VP Diane Evenson.
• Autism, Housing, NEMT, EIDBI: $220M autism kickbacks, $302M housing overbilling, $24M ghost rides, $8.6M unqualified EIDBI billing.
• Duluth Model Family-Court Grift: $110B+ national pipeline (VAWA grants, biased arrests, no due process) funnels kids into foster/nonprofit mills that overlap daycare and Medicaid fraud.
• Illegal Affirmative Action: Race/sex quotas protect the grift class; questioning it triggers “racist” smears while billions flow to connected LLCs.
All schemes use wire fraud (hawala/electronic claims), mail fraud (paper applications), bank fraud (SAR-triggering accounts), and conspiracy.
4. Network Map – Key Players & Enablers
Core DFL Syndicate Operators:
• Gov. Tim Walz (Optum contract, ignored red flags since 2019).
• AG Keith Ellison (whispered favors, Soros/IDN/MIRAC fronts).
• Rep. Ilhan Omar (MEALS Act ties to Feeding Our Future).
• Former Speaker Melissa Hortman (assassinated after threatening MinnesotaCare freebies).
• Sen. John Hoffman (guts-shot same night; co-authored fraud penalties).
Fake-Faith & Nonprofit Fronts: Lutheran Social Services, Catholic Charities, Feeding Our Future, ISAIAH/Faith in Minnesota (Doran Schrantz network), MIRAC/IDN “observers” who sabotage raids.
Corporate Enablers: UnitedHealth Group / Optum (PAC money to Klobuchar/Smith; AI-denial scandals).
Street-Level Enforcers: Lows 13 / Highs gangs, hawala operators, individuals like Vance Boelter (Hortman hit), Suleiman Abdulkadir Ali (auditor murder).
Historical Architects: Humphrey, Mondale, Boschwitz.
The map is simple: Federal cash in → fake nonprofits/LLCs → DFL protection via quotas & Duluth rules → hawala remittances out → bodies drop when the machine is threatened.
5. Murder as Racketeering Tool
The syndicate kills to survive. The “Murder Ledger” (Dec 2025–present) shows post-raid spikes and targeted hits on anyone threatening the cash flow:
• Melissa Hortman & Mark – June 14, 2025, Brooklyn Park (Boelter cop-cosplay assassination). Motive: her vote against undocumented MinnesotaCare freebies directly hit Medicaid fraud.
• Auditor Abdirahman Haji-Ahmed (2013, resurfaced probes).
• Multiple December 2025 hits in Cedar-Riverside, Hawthorne, Richfield, White Earth—timed to hawala texts, raid snitches, and federal heat.
Pattern: impersonation hits, staged domestics, clan “honor” killings. This satisfies RICO’s “murder” predicate when done to maintain the enterprise.

2. Asset Seizure & Clawback: Freeze accounts, seize LLC shells, recover billions for taxpayers.
3. Declassify & Subpoena: Pull 2016–2017 JTF-NCR reports and all SARs tied to MSP remittances.
4. Task Force Coordination: Route this package directly to VP Vance’s desk—MN is the national test case for benefit-program fraud.
5. Protect Whistleblowers: Reward and shield those still alive who can testify.
Closing Vision for Minnesota
In Christ we stand for truth, justice, and the protection of the least among us. Minnesotans—farmers, teachers, factory workers, small-business owners—deserve a constitutional republic that rewards honest labor, not a patronage machine that loots them to fund overseas terror and domestic luxury.
Day One of a Parrish Administration: forensic audits, biometric verification, RICO prosecutions, repeal of affirmative-action quotas and Duluth mandates, end to the VOLAG pipeline, and every recovered dollar rebated to producers.
The guilty have had their run. The Task Force now holds the map. Let’s make them sweat.
