Stearns produced the count and the log. The zero tape was signed at night.

This is a county brief, not a claim that Stearns stole the primary. It is what the official abstract and the 186-page incident-log book already say, set next to counties that answered “no data.”

I. The signed count

Abstract print 48697, generated 8/12/2026 3:18 p.m. The slice we have is 11 pages. The footer says the full abstract is 80 pages. T1 against the state extract: pass. Turnout about 26.6%.

Governor on the abstract: Demuth/Wilson 9,894 · Lindell/Parrish 4,084 · Qualls/Nicholson 2,058. Demuth carried Stearns on the certified paper. That is not the dispute. The dispute is whether the paper that produced 27,917 can be checked.

Precinct table flags (not a steal): 0042 CLEARWATER is 0 / 0 / 0. 0025 AVON TWP marked boundary change Yes.

II. The 186-page log — Stearns only

Filename on the Drive drop said “All Incident Logs.” Footer on every green sheet: RETURN TO STEARNS COUNTY. This is one county’s T13 file. Most pages are blank or “NONE.” The pages that are not:

St. Cloud W2P2, Whitney Center, 8:10 p.m.
Judge: forgot signatures on the zero tape in the morning. All a.m. judges signed the tape at closing. One person signed who was not present when the tape was created; that signature was crossed out.
The morning zero was not attested when it was printed. That is a chain break. It is written in their own hand.

St. Cloud W3P7, Whitney Center–Olson Room, 6:45 a.m.
Tabulator setup: screen said it was passing, never achieved. Called city hall. Shut down. Restart. Ballot then accepted. Tape says “end of report” but does not stop. Same family as Clearwater’s Bagley jam: the box talks, a human overrides, paper still goes in.

Waite Park P3, 10:43
“A ballot had an error so was not accepted — was not noticed by judge until voter had left — Ballot was cast.” One ballot. Logged. The voter did not stand there while it counted.

St. Cloud W3P7, 12:01
Voter arrived with two absentee ballots in one envelope, surrendered both, voted in person. Second ballot was the spouse’s. Staff said the mail ballots would not count. Right call only if the AB board marked both rejected and neither later hit a totals tape.

Sartell P6, 12:50
Mail ballot surrendered; voter voted in the precinct. Allowed if the envelope is pulled. Needs the AB row.

Sauk Centre Twp
Voter with a registration card; county said she was not on the roll; they registered her with a Minnesota ID. Second voter submitted at the old address. That is the same history-file problem as § 201.121 and the SOS map that is still moving.

Avon Twp logged a stack of ordinary partisan-primary spoils (both parties, two ovals, reader rejected a mark outside the circle). Sartell P1 logged a couple at the wrong precinct and a man who started EDR and walked. Judges wrote they thought it was suspicious. That is a log line, not a counted vote. Names stay redacted.

III. What Stearns has not sent in this drop

No textual CVR. No zero-and-totals tape set with serials. Wadena and Wright exported the CVR. Clearwater printed the serials. Stearns printed the abstract and admitted, in the log, that the zero tape was signed at night.

The Lindell 87-county tracker still shows Stearns “received” blank as of this sheet. The files are already here. Update the board: partial — abstract + logs; CVR and tapes outstanding.

IV. What this proves and what it does not

It does not prove 9,894 or 4,084 is fake. It proves the county can produce the objects other counties call sealed or nonexistent, and that when they do, the log records the failure modes the statewide system already has on paper: late zero-tape attestation, a tabulator that will not finish its report, a ballot cast after the voter left, two ABs in one envelope, a roll that does not match the card in the voter’s hand.

Crow Wing: does not create CVRs; tapes sealed. Cottonwood: we don’t have the data. Hennepin: CVRs only for ranked choice. Stearns: here is 27,917 and a book that says the morning tape was signed at 8:10 p.m.

Same statute. Different story. That is the flaw.
