Three counties produced the file to date. Three counties said it does not exist.

This is not a joint campaign statement. It is what arrived in the data-request pile after August 11, set next to what other counties wrote back.

The printed November line is closed. Friday’s contest died on an envelope. That does not make Todd’s replaced file imaginary, Simon’s modem-out-of-certificate imaginary, or a textual cast-vote record imaginary when Wadena and Wright just emailed it.

I. What three counties actually sent

Wadena — the control CVR

ElectionWare export. 3,160 distinct rows. Unofficial summary: 3,160 ballots cast. SOS unofficial sheet: 3,160 estimated voters. Precincts in the CVR: 24.

REP Governor column matches the unofficial summary on the named tickets: Lindell/Parrish 949, Demuth/Wilson 797, Qualls/Nicholson 434. Named GOP tickets plus under/over = 2,294, which is exactly “Ballots Cast – Republican” on the same summary.

That is a T8/T9 pass on the governor line in one county. It is also proof the machine writes a public textual file. Minn. Stat. § 206.845, subd. 3 already said that file is public minus time, order, method, images, and sub-ten precincts.

Wadena still handed an unofficial summary with registered voters printed as 0 and turnout 0.00%. That is a T10 completeness fail on the export, not a finding that nobody was registered. They also exported a second tabulator/review file on absentee batch “Wad Courthouse AB – 2” with Ballot Status Not Reviewed, and three poll-pad cancelled check-ins whose only reason is Other. Ask for the incident lines. Do not invent three stolen votes.

Wright — the volume CVR

Same layout. 23,213 rows across 50 precincts. SOS unofficial “estimated voters”: 23,205. Difference: +8 rows. That is a reconciliation exception, not a county-wide theft claim.

REP Governor: Demuth/Wilson 6,115, Lindell/Parrish 4,204, Qualls/Nicholson 3,018. Internal GOP line adds. Demuth carried Wright on this file.

No tapes and no signed abstract in this drop. The CVR exists. Hennepin said it does not.

Clearwater — the paper and the serials

Official abstract generated 8/12/2026 12:28 p.m.: registered 7 a.m. 5,795, Election Day registrations 30, accepted absentee/mail 356, persons voting 1,993. SOS unofficial sheet: 5,795 / 1,993. T1 pass against the state extract.

Governor on the abstract: Lindell/Parrish 622, Demuth/Wilson 348, Qualls/Nicholson 325.

Five volumes of “Zero & Totals Tapes.” Cover pages so far are closing tapes, not zeros. Serials already in hand:

  • 0319360893 — Bagley (page 1 is a 9-sheet slice; abstract Bagley is 236 voters — keep reading the file)
  • 0319360899 — LaPrairie Town Hall / Falk block. Poll opened 10:00 a.m. Public count 91. Protected count 2,973.
  • 0319361068 — Clearbrook City Hall header, Leon Township block. Public count 224. Protected count 6,009.
  • 0319361082 — Pine Lake, 97 sheets
  • 0319361050 — Shevlin, 40 sheets vs abstract 41 persons voting

One box printing two precincts is allowed. T7 then has to add every block on that serial. A 10:00 a.m. open is not 7:00 a.m. unless that combined site was posted that way. Protected counts are lifetime counters — keep them; they are not August 11 turnout.

Incident logs: spoiled ballots, “voted too many times in a section — re-voted,” roster signed on the wrong line, voter changed mind after the green receipt, Bagley ballot jam — called NIU, walked the ballot into the box, jam repeated, called the courthouse. That last line is the DS300-class jam Simon’s own EVS 6.5.1.1 packet already described. Match the jam times to Bagley’s tape.

II. What three counties wrote back

CountySentence Crow Wing“Does not create CVRs so there is no responsive data.” Tapes “sealed” under § 204B.40. Cottonwood“We don’t have the data” on CVRs. $975 to photocopy other items. HennepinCVRs “only produced for rank choice voting,” which they did not run. Upload a license or the ticket closes.

§ 204B.40 seals ballots. It is not a stamp on a tape the tabulator already printed. § 206.845, subd. 3 makes the textual CVR public. ES&S’s EAC certificate describes the DS200/450/850 as creating that record. Wadena and Wright exported it. Clearwater printed the serials. The other three chose a story.

III. The flaws that are now on paper — not a theory

  1. The State will not produce a uniform record. Same election, same statute, three different answers: here is 23,213 rows; we do not create that; that is only for ranked choice.
  2. The certificate and the modem are still two objects. Simon’s EVS 6.5.1.1 packet excludes the modem. § 206.845, subd. 1 still forbids it on the box. Night numbers still move. Equipment configuration brief.
  3. Official pages already admitted upload error. Todd: wrong results file. Blue Earth: test deck. Why the State Never Has to Sit in the Other Chair.
  4. Review status can stay “Not Reviewed” after the county publishes totals. Wadena absentee batch.
  5. Poll-pad cancels with reason “Other” and no log line. Three in Wadena.
  6. Tapes exist and carry serials, public counts, protected counts, and open/close times. Clearwater. Other counties hide the same object behind 204B.40.
  7. A tabulator can open at 10:00 a.m. and print two precincts. That is a procedure question, not automatically a stolen race. It is also not invisible once the tape is public.
  8. Ballot jams are written in the log and the ballot still goes in the box. Bagley. Match to tape.
  9. Voting history is still being typed through September 22 (or October 20). SOS history map. § 201.121.
  10. Chapter 209 still makes the citizen sue the other candidate so the Secretary never sits for the modem. The envelope is the filter. The files above never got a hearing.

IV. What we are not claiming

We are not claiming 22,701 votes have been shown to move. We are not claiming Wright’s +8 rows are dead people. We are not publishing voter names from voucher forms, cancelled check-ins, or incident logs. We are not done. Coverage equals counties that produced files — three so far, plus three written denials.

We are claiming this: the system does not emit one checkable record. Where a county complies, the file can be added. Where a county does not, the State’s answer is “no data,” a fee, or a driver’s license. That is the flaw. That is what they are exploiting.

V. Questions the official pages still cannot answer

  • If Wadena and Wright can export a textual CVR, why is Hennepin’s production policy the law?
  • If Clearwater can copy a results tape with a serial number on it, why is Crow Wing’s 204B.40 answer the law?
  • Where is the zero tape for serial 0319360899, and why did that box open at 10:00 a.m.?
  • Which Bagley tape block matches the jam in the incident log?
  • When does the SOS history map stop moving, and will it match the rosters already produced?
