This week the President put the Falklands back on the table. He said the islands are a long way away, that London did not show when he asked for ships, and that Washington reviews positions. Argentina heard oil. A listed drill play sits offshore. That is title, distance, and who keeps the residual.
Minnesota already speaks that language. We use different stationery.
Two gates. Same building.
The ground: the state reserved the minerals. DNR manages on the order of 12 million acres of mineral interest for the Permanent School Fund and other trusts. Historic lease revenue is about $950 million, still dominated by iron. The Duluth Complex holds the country’s nickel and most of its cobalt. Twin Metals wants the hole. The company is Antofagasta PLC — London ticker, Chilean family office, Minnesota rock. Congress opened the federal lock in April. On August 18 Governor Tim Walz slammed the state lock on the way out. Executive Order 26-10: no new leases in the Rainy River Headwaters, no state review, no help for the feds, draft a ban. The commissioner who runs that freeze, Sarah Strommen, came from Friends of the Boundary Waters — the plaintiff shop that sues to stop the mine. Friends celebrated. Foundations and litigators fund the delay. The school trust is not scored in dollars while the ore sits.
The treasury: Feeding Our Future is the largest pandemic-era child-nutrition fraud case in the country. Housing Stabilization was supposed to cost a few million a year and blew past a hundred million before the state killed it. Fourteen high-risk Medicaid programs spent more than $18 billion since 2018. A federal prosecutor said half or more may have been stolen. Charged losses so far are smaller. Both can be true. House Oversight says warnings hit DHS as early as 2019 and the Department of Education by April 2020. OpenTheBooks found the legal cousin: campaign checks from vendor shops, then billions out the state checkbook.
Five chairs sit on both latches — governor, lieutenant governor, attorney general, auditor, secretary of state. Canada still swears an officer to a king. Minnesota kept the idea without the sentence: a legal person above the worker.
The pattern worth seeing
The parasite economy does not always light the fire. It is never far from the hose.
A shock arrives. Emergency rules replace receipts. The people who already held the lease, the grant, the contract, or the scorecard are one or two nodes from the new money. They did not need to be in the room where the crisis started. They needed to be in the room where the waiver was written.
2001 opened a twenty-year window: spend first, audit later.
2020 opened another: bill first, explain never.
Minnesota’s documented theft rode the second window while the same chairs sat on the mineral latch.
That is a seating chart. It is not a movie about who struck the match. If a name from an older emergency appears on a Minnesota 990, a wire, or a charging paper, it goes on a node card with the exhibit. Until then, hunt the hose.
How to discern — four boxes
Do not take a slogan. Do not take a vibe. Run the name through four questions. All four or it does not count.
1. Who sat within two nodes of the new money inside 24 months?
2. What waiver, grant, lease, or contract did they touch?
3. Were they warned before the cameras?
4. Did they keep the residual after the slogan died?
Miss box four and you have a story. Hit all four and you have a case.
Ask every candidate the same way.
When did your office first see a written fraud warning — and what did you do in ninety days?
Will you publish what the Permanent School Fund forgoes while the Duluth Complex sits?
Will the plaintiff be barred from becoming the permit boss?
Will a failed provider be barred from the next LLC and the spouse’s faucet?
Who do you answer to when the invoice and the campaign check come from the same building?
If they will not answer, they already answered.
What this is not
Not a completed racketeering count against a party. Prosecutors file those.
Not a terrorist roster. That takes a document.
Not a claim that an election-night tape was counterfeit. The capture worth writing is upstream: who sits, who pays, who delays.
Not a deed to Ottawa and not a permit for Ely.
The vision
Minnesota is a constitutional republic. The Boundary Waters stays wilderness because the statute says so. Outside that line, water rules are in writing and a complete application meets a clock. Fake sites are shut. Real sites are paid. The school trust is scored. The ox treads. The ox eats.
You shall not muzzle the ox. You shall not bear false witness. You shall not rent the poor.
Christ is King. Stay clean. Dig. File. Educate. Refer.
The Crown changed its stationery. The gate is in St. Paul.
